Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is requesting quotes from qualified small businesses to issue a minimum of two purchase orders to conduct a proof of concept analysis to develop a hyperbaric, high-throughput, scalable multichannel planar patch-clamping system (1000 psig) for elucidating the pharmacological principles related to relevant diving gas mixes within the operational range of U.S. Navy and commercial diving operations ( ‰ˆ0 “684 MSW; 68 ATA). Focus will be placed on massively parallel amplifier arrays, an essential technology for the next generation of high-density electrode arrays, to provide an autonomous screening technology that can be used with limited intervention in hyperbaric chambers. The U.S. Navy has a continuing requirement to elucidate the electrophysiological molecular mechanisms responsible for noble gas narcosis and high pressure nervous syndrome. The development, testing and procurement of equipment that could improve those essential capabilities are the responsibility of the Navy Experimental Dive Unit (NEDU) Biomedical Research Department. A technical proposal will be required. The basis of award will be lowest price technically acceptable proposals. Technical proposal submissions will be evaluated on (1) the overall basis of innovation and scientific merit; (2) the relevance to high throughput hyperbaric electrophysiology screening, and (3) the overall value and affordability of the proposal; and (4) the offeror's capabilities, strengths and weaknesses or unique combinations of these that are integral factors for achieving the proposal objectives. The Government reserves the right to select for funding any, all, part or none of the responses received. The Government anticipates to award two (2) firm fixed price purchase orders. NSWC Panama City Division plans on releasing the Request for Proposal (RFP) electronically only on or about 22 February 2013. Solicitations and any Amendments may be downloaded from the following web sites: 1) NSWC Panama City Internet, 2) Navy Electronic Commerce Online (NECO) and 3) Federal Business Opportunities (FedBizOpps). Delivery of equipment will be shipped to the Naval Support Activity - Panama City, 110 Vernon Avenue, Panama City, FL 32407-7018. A Request for Quote (RFQ) will be utilized in awarding this action on or about 15 March 2013.
