Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Sensors and Sonar Systems Department of the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) in Newport, RI has a requirement to design and build two (2) medium weight marine grade winch assemblies IAW Government specifications to be released with the solicitation. The winches shall be capable of towing loads up to 3,200 pounds on a ½ inch cable up to 1000 feet long. The units will be hydraulically driven, include a level wind, and brake assembly. The contractor shall provide provisions for mounting a user installed Slip Ring Assembly. The winch assembly will be mounted on the open deck of a small (11 meter Rigid Hull Inflatable Boat) vessel and will be exposed to a salt water marine environment including salt water spray and wave slap. Evaluation factors are technical capability, price and past performance. Award will be based on best value. A firm fixed price type purchase is anticipated. The contract shall contain a base requirement to design the winch and an option, if exercised, to build the winches. This requirement is 100% small business set-aside. NAICS Code is 333923, size standard is 500 employees. Further details will be provided in Solicitation #N66604-13-Q-0646, which is anticipated to be released on or about February 22, 2013. Contractors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM) to be eligible for award. Instructions for registration are available at the website. Required period of performance/delivery of contract base is 1 month ARO and delivery of winches, if exercised, shall be 6 wks. after option exercise, F.O.B.
