- Contracting Activity: Business and Enterprise Systems Directorate, Human Resources Systems Division, AFLCMC/HIBK Purchase Request/Local Identification Number: 13-J&A-004 Contract Number: FA8734-08-D-0003 Program Name: Personnel Services Delivery Transformation-Strategic Partner (PSDT-SP) Estimated Cost/Price of Action: $70M Type Program: Other Contracting Authority: 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1 Type J&A: Individual CONTRACTING ACTIVITY The Human Resources (HR) Systems Division contracting organization (AFLCMC/HIBK), located at 1960 1st Street West, Bldg. 977, Randolph Air Force Base (AFB), Texas 78150, supports the Human Resources Systems Division Program Management Office (PMO) to fulfill the AF/A1 Personnel operational requirements. The Human Resources Systems Division provides Automated Data Processing (ADP) engineering support and software maintenance for the military HR systems and certain civilian HR applications operating at all Air Force Bases (AFBs), Major Commands (MAJCOMs), and Headquarters Air Force (HAF). The Contracting Officer is David M. Bailey, COMM: 210-565-1272, DSN: 665-1272. This is a Justification for Other than Full and Open Competition. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED The Government intends to issue a modification to increase the ceiling price of Contract Number FA8734-08-D-0003, which provides services for the AF/A1 Personnel Services Delivery Transformation-Strategic Partnership (PSDT-SP). The proposed action is for a ceiling increase of $70M, from $246M to $316M is a 28% increase in the contract ceiling. This action is for a ceiling increase only with no change in the scope or period of performance. The period of performance for the PSDT-SP contract is eight years, April 2008 through March 2016 and will remain unchanged. The requirement for this J&A was a result of the cancelation of the Defense Integrated Military Human Resources System (DIMHRS) deployment which caused a continuation of the HR System Sustain services planned to end in FY11. The deployment of DIMHRS was expected to consolidate personnel processes and replace a majority of the legacy data systems. The DIMHRS requirement for an integrated personnel and pay system was delegated to the services (Army and Air Force) to separately develop. The Air Force's system is now managed under the Air Force - Integrated Personnel and Pay System (AF-IPPS) program and is not anticipated to deploy until at least 2017. The subject $70M J&A will provide ceiling to continue the existing PSDT-SP contract scope, to include the HR System Sustainment through the remaining contract period of performance of March 2016. To preclude the need for a follow-on PSDT-SP acquisition at the end of the contract period of performance in March 2016 the PSDT-SP work will be incrementally transitioned off of the PSDT contract over the next three years, starting with the larger efforts in FY13. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS The PSDT-SP acquisition was awarded to Lockheed Martin (Cage Code: 77609) on 01 April 2008 through competition. The resultant indefinite delivery/indefinite quantity (ID/IQ) contract consolidated over 30 sustainment contracts. The contract's scope primarily consists of Information Technology (IT) services to support the AFPC. The scope of the solicitation also included and competitively awarded service representatives to support the AF Personnel Total Force Service Center operations and business processes reengineering expertise to support the AF/A1 PSDT strategic initiative. The objective of the PSDT strategic initiative is to optimize Air Force Total Force (Active, Guard, Reserve, Civilian, Retirees, and family members) personnel services to improve efficiency and quality. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION The statutory authority applicable to permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE The Human Resources Systems Division PMO has determined that Lockheed Martin is the only firm capable of providing the services described above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements. If this J&A is not approved, PSDT-SP IT technical support and PMO Support will lapse which will have far-reaching effects across the entire AF HR Enterprise. The PSDT-SP IT technical support services (HR Systems Sustainment) are required to sustain over 200 systems/applications to include the Military Personnel data System (MilPDS), various AF Personnel web applications, AF Promotions Systems (AFPROMS), Automated Records Management System (ARMS), Air Force Civilian Systems, DoD Civilian Systems, and Virtual Personnel Service Center (vPSC). The Human Resources Systems Division is working a two-year upgrade project for the MilPDS which will deploy March 2013. A lapse in support for these systems/applications will impact their functionality and result in complete system failure. The entire AF HR community is dependent upon these automated systems for day-to-day operations and system failure means that AF personnelists and support contractors will not have access to personnel information required to process personnel actions. At the heart of all HR systems is MilPDS which houses all personnel information for past/present service members, retirees, and family members. All AF systems/applications that require personnel information depend upon the proper functioning of MilPDS which supports the following life cycle components: Recruitment, Career Planning and Retention, Education, Training and Development; Testing, Certification, Readiness & Assignments; Human Resources Case Management & Financial; Compensation Management and Personnel Health & Safety; Deployment. Failure of these systems will slow the Air Force's ability to process actions such as retirement applications, promotions, personnel moves (PCS), and even deployment personnel processing. It also means that individual AF members will not have access to self-service personnel applications at their home station or while deployed abroad.
