Description
NOTE : This Request For Information (RFI) is for planning purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. This RFI is the initiation of market research under Part 10 of the FAR, and is not a Request for Proposals (RFP). 1. Description: The primary mission of the modified AC-130W aircraft is to provide close air support, force protection, integrated base defense, strike control and reconnaissance, air interdiction, and convoy escort to troops in contact. This is accomplished through installation of a Precision Strike Package (PSP) to the baseline configured AC-130W, known as the Stinger II. It provides combatant commanders additional fixed wing gunship precision fire support that consists of both Commercial Off-The Shelf (COTS) and Government Furnished Equipment (GFE) pieces for armed over-watch of friendly ground forces, situational awareness to command and control elements of supported ground forces, precision fires for close air support (CAS) and troops in contact (TIC), and armed reconnaissance capability against enemy personnel and other soft targets. Secondary missions for the Stinger II aircraft will include combat search and rescue, non-traditional intelligence, surveillance and reconnaissance, command and control, cargo delivery and movement of personnel. 2. Program Objectives: United States Special Operations Command (USSOCOM) plans to solicit a Non-Developmental Item (NDI) Digital Video Recorders (DVR) for the Stinger II Program capable of recording aircrew audio that is synchronized with video from sensors installed inside the aircraft and/or portable carry-on receivers. The objective is to provide a NDI device in accordance with FAR 2.101 Definitions for a Commercial Item. At a minimum, USSOCOM plans to place an initial order against the IDIQ contract for two (2) production representative models, Technical Support, and manuals (operational and maintenance). The minimum DVR technical requirements are stated in terms of required performance parameters. This initial production system may undergo operational test and evaluation and a limited user assessment prior to follow-on orders against the IDIQ contract. This Statement of Objectives (SOO) outlines the broad intentions USSOCOM requires the vendor to provide. The intent of this SOO is to provide the contractor maximum flexibility to provide cost effective/commercial best practice solutions to meet program goal. Threshold Specifications Recording time: 10 hours Media Removeable solid state drive(s) (SATA/ESATA) Non proprietary or no enclosure preferred Formatted for MicrosoftXP and Win7 Video sources At least four channels Video sources HD-SDI up to 1080p/30 Hz SMPTE 292M SMPTE 259M RS-170 Video Format H.264 or MPEG4 viewable with Microsoft Windows Media Player 11+ or VLC Media Player 2.0+ Audio MIC x1 (mono) Simultaneous audio recording on all video channels Power +28VDC nominal Weight Less than 20lbs with media Environmental (operating) Ruggedized manned aircraft platform -20C - +60C 30,000 ft above MSL (unpressurized) Shock & Vibration Testing Mil Std 810F (C130U/H/W/J) Humidity 0-90% (non-condensing) Explosive atmosphere Cost NTE $40K/unit less storage media Delivery 6 months ARO Operation Unattended with status indicator lights Vendor will be required to provide aircraft integrator with installation drawings. 3. Contract Objectives: The contractor will provide technical submissions addressing each area denoted in the above table entitled Threshold Specifications. Selected technical submissions of the most interest to the government may be given the opportunity to brief their submittals. Specific times and places for the briefings will be coordinated through the USSOCOM FW AC-130W Program Management Office. Technical information should identify the specific technology being addressed and shall not be a reproduction of commercially available website information or literature. The government is requesting a written capabilities document, herein referred to as White Paper, from interested vendors capable of providing an NDI DVR meeting the operational attributes identified in this RFI. White Paper responses should include how the vendor intends to meet the technical requirements and provide a Rough Order of Magnitude (ROM) to pricing. Additionally, the White Paper shall include a ROM of the DVR listed above, as well as a timeframe for accomplishment. In conclusion the ROM shall include five components: Cost for two production representative model & Spare Cost for follow on units and cost break points Technical Support Operator and Maintenance Manual The White Paper shall be no longer than 10 pages, with font no smaller than 10 point. Written responses can be in any format, but electronic media must be in Microsoft Word® or Adobe Acrobat® formats. RFI responses may be electronic, printed or submitted on a CD. White Paper responses are due no later than (NLT) 3:00 P.M. EST 28 February 2013.
