- TITLE: Thermal Cameras DUE: 2/22/2013 POC: DAVID KEENE at (619) 553-4466 The Space and Naval Warfare Systems Center, San Diego (SSC-SD) is seeking vendors to determine if sources exist for a small business set aside. The supplies to be provided are two thermal camera systems. SSC Pacific intends to issue a competitive solicitation. The applicable North American Industry Classification System (NAICS) Code is 334220. The applicable Federal Supply Code is 5836. The small business size standard is 750 employees. This is expected to be a firm fixed price type contract. Thermal camera systems must meet the following technical specifications: a.Shall provide an integrated system including camera, lens, and cooler a.System must be fully assembled and tested before delivery b.Must be provided as a single deliverable system b.Shall operate in the mid- wave spectrum range (3-5um) c.Shall provide a minimum focal length of 250mm or less d.Shall provide a maximum focal length of 1000mm or greater e.Shall provide a F number of at least 4 f.Shall provide 640 X 480 focal array size at a minimum g.Shall provide video in NTSC format h.Shall include a MTBM (mean time before maintenance) of at least 10,000 hours i.Shall include a BNC analog video output connector j.Shall include separate connectors for video and data k.Shall include no more than 2 external connectors l.Shall operate at the full range of 12-36VDC m.Shall require an operating power of 30 watts or less n.Shall be environmentally rated at IP67 o.Shall operate at the following temperature range at a minimum: -32 to 60 degrees Celsius. p.Shall support the RS232 and RS422 protocols for communication link with the lens (user selectable) q.Shall provide manual lens focus controls r.Shall provide manual lens focal length controls s.Shall provide automatic and manual gain and offset controls t.Shall provide an autofocus feature u.Shall include a non- uniformity correction feature v.Shall include a test cable that interfaces with the system with a computer and separate power supply. w.Shall be compatible with mechanical mounting specification: MD- MP13-01-01 (attached document) x.Shall utilize the SSCPAC software interface protocol as described in the attached Software Interface Protocol 20130201.docx Delivery of thermal camera systems shall be no later than 1 July 2013. Interested sources are encouraged to ask questions, seek clarifications, or offer recommendations regarding the proposed procurement. While the Government does not intend to engage in a dialog with interested sources, the questions/clarifications/recommendatio ns will be reviewed and may be incorporated into the final solicitation. Please provide your response electronically on no more than 10 single sided, single spaced pages using 12-point Times New Roman font, and minimum one-inch margins, in Microsoft Word or compatible format. Questions/clarifications/recommendatio ns may be in addition to the 10 page maximum. All responses shall include a statement regarding the respondents small business status. All responses shall be unclassified. Interested sources are requested to submit their products that conform to the technical specifications via electronic transmission to the SPAWAR E-Commerce Central website.
