Description
NOTICE OF INTENT TO SOLE SOURCE - This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304 (c) (1), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The U.S. Army Corps of Engineers, Transatlantic Division Middle East District, Contracting Office intends to award a contract to provide operations and maintenance support to include all associated materials and equipment to support Naval Forces Central Command (NAVCENT) to upgrade and maintain four (4) ESCO 44B-2F Hook Cable arresting gear systems at Masirah Air Base on Masirah Island in Oman. The contractor will be required to conduct post operational checks after aircraft arrestment as well as perform daily, weekly, and monthly checks IAW the manufacturer's guidance and specifications. Additional periodic services and conditional replacement repair will be performed based upon equipment utilization and condition. The contractor shall be prepared to conduct any other maintenance to ensure continued equipment readiness. The contractor shall have sufficient spare parts on hand to return the arresting gear to an operational status within 24 hours of damage or repair. The performance period for this requirement will include one (1) base year (12 months) and four (4) option years (each 12 months) of support services. The base period of performance is estimated to be from 01 July 2013 through 31 May 2014. All services performed under this contract will be performed in Oman. This notice of intent is not a request for competitive quotes, however, all information received by 22 February 2013 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond by 22 February 2013, 5:00 p.m. Eastern Time, by e-mail to Samantha Adato, whose e-mail address is samantha.adato@usace.army.mil. The e-mail subject line shall state: NAVCENT O&M Oman Notice of Intent to Sole Source. The following information shall be included in the response: 1) capabilities statement; 2) documentation that shows the firm's ability to provide the required services in Oman, to include certification or evidence of your company's authorization to operate and deliver the required services in Oman under all laws, edicts, and regulations in effect for that country as of the date of your response. The U.S. Army Corps of Engineers, Middle East District, will not reimburse for any costs connected with providing the information requested in this Notice of Intent to Sole Source.
