- AMENDMENT TO CANCEL THIS SOLICITATION DUE TO NUMEROUS ISSUES IDENTIFIED WITH THE DATA PACKAGE. NO AWARD WILL BE MADE AGAINST THIS RFP. THIS SOLICITATION HAS BEEN CANCELLED DUE TO NUMEROUS ISSUES IDENTIFIED WITH THE DATA PACKAGE. NO AWARD WILL BE MADE AGAINST THIS RFP. This solicitation is for a contemplated Requirements type contract to cover NSN: 1730-01-476-9370RN; P/N 20097178-10; NOUN: Trailer, Lift, Ground; DIM: 176.72" x 63.58" x 46.86", Weight 3.920 lbs.; MATL: Steel; FUNC: Used to load bomb launcher modules into bomber aircraft. Basic Year Requirement is: 1 EA First Article with Test Plan and Test Report required; includes line items for Non-Recurring Costs (NRC) and Engineering Change Proposal (ECP). Delivery 30 days ARO contract for Test Plan, Approval/Disapproval of Test Report due within 45 days of receipt. Final delivery IAW contract award. Four Option Periods of 365 days each are also included. Option Period I: BEQ 1-40EA, Option Period II: BEQ 1-10EA, Option Period III: BEQ 1-10EA, Option Period IV: BEQ 1-10EA. DEST: TBD; DEL: 180 days ARO exercise of Option. Solicitation is restricted to Small Business. Solicitation was uploaded to www.fedbizopps.gov website on 2 January 2013, with a response date of 4 February 2013. An amendment was posted to the Solicitation 25 Jan 2013 extending the deadline to 14 Feb 2013. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All potential offerors should contact the buyer identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the buyer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
