- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas intends to make award, to a responsible quoter for the provision of Orthopedic Surgeon services for the Federal Correctional Institution, 128 Old Raybrook Road, Raybrook, NY 12977. The contract period shall consist of a base period from effective date of award through 12 months, and four one-year option periods for renewal at the discretion of the Government. All duties shall be performed in accordance with standards and methods generally accepted within the field of Orthopedic services, and compliance with all Federal and State policy and regulations. The Contractor's performance shall be monitored by the Contracting Officer's Representative (COR) and the contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds. The Contractor will perform history and physical examinations to obtain a diagnosis in preservation, restoration and development of function of the extremities, spine and associated structures. This may be done by medical, surgical and physical methods. The Contractor must be knowledgeable in performing arthroscopy and arthroscopic surgery. The Contractor may perform intra-articular injections into joints. The Contractor may interpret x-ray films to obtain a diagnosis and advise a surgical procedure to correct an abnormality. The Contractor must possess and maintain a current license and registration to practice medicine for the state of New York. The North American Industrial Classification (NAICS) code is 621111, with a small business size standard of $10 million. Services will be performed for individuals who are in the custody and care of the Federal Bureau of Prisons within a secure correctional environment. Yearly contract requirements include an estimated 48 sessions (session equals one hour) per year. The solicitation will be available on or about February 7, 2013 and will be distributed solely through the website at www.fedbizopps.gov. All future information concerning the acquisition, including solicitation amendments will be distributed through the website. The anticipated date for receipt of quotes is March 7, 2013; however, this is a PROJECTED ESTIMATE and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. The solicitation is restricted to small business sources. All responsible small business sources may submit a quotation which will be considered. Faith-Based and Community-Based Organizations can submit quotes equally with other organizations for contracts for which they are eligible.
