- TITLE: Washington Headquarters Services Multiple Award Construction Contract (MACC) TYPE: Sources Sought Notice RESPONSE DATE: February 14, 2013 NAICS Code: 236220, Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $33.5 million THIS IS A SOURCES SOUGHT NOTICE. This notice is issued solely for informational, market research, and planning purposes only. This notice is not a Request for Proposal (RFP). PURPOSE: The Washington Headquarters Services (WHS) is conducting market research to assess capability among small disadvantaged businesses under NAICS code 236220 for providing design-build, bid-build construction services for new construction/renovation projects. The work will be performed at the Pentagon and other site locations that include, but not limited to District of Columbia, Maryland, Virginia, and Pennsylvania. It is anticipated that the majority of the work will be performed at the Pentagon Reservation located in Arlington, VA The Government intends to award up to five Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts. Task orders will range between $300,000 and $10,000,000. Future construction and renovation requirements for the Pentagon reservation and alternate sites are anticipated at a rough order of magnitude of upwards of $50 million total per year for all contracts under the MACC. DESCRIPTION OF WORK: Types of projects may include but are not limited to the renovation and new construction of commercial and industrial buildings, sustainment, restoration, and modernization of existing facilities and infrastructures, furniture, fixtures, and equipment, energy management controls as necessary to provide turnkey construction solutions, as well as renovation and/or installation of mechanical, electrical, and plumbing systems and exterior work, to include concrete and limestone installation or repair, and asphalt paving. Personnel support must possess expertise in all areas of construction management,which includes, but not limited to: carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition, concrete masonry, project management, quality control, safety management, and administrative management. Material support will generally include supplies and equipment used in minor construction involving general office buildings and industrial plants. In support of design-build projects, capable firms must possess in-house personnel or employ the services of Lead Architect-Engineering (A-E) Design Firm(s) to develop and certify construction design documents that addresses all engineering disciplines that may be required for construction work At a minimum, capable firms must possess a DoD Industrial Security Facility Clearance at SECRET level. Personnel that will be designated to supervise and escort internal personnel or subcontractors within DoD facilities must be US citizens and also possess at a minimum, a SECRET security clearance. HISTORICAL WORKLOAD: The table below provides information regarding historical workload levels based on the existing Multiple Award Construction Contract that has been administered by WHS since 2008. The majority of these projects were design-build construction requirements. This information is provided to assist interested sources in understanding the magnitude of projects and the workload volume to be acquired under the MACC. # of Projects per Year 10 Value of Projects Mean $3,203,643 Median $2,032,948 Standard Deviation $3,436,274 Maximum $16,077,673 Minimum $56,912 ASSESSING CAPABILITY: Interested firms are encouraged to submit a capability statement. The capability statement must be clear, concise, complete, limited to one page (8.5" x 11"), and must include the following information: • Name and address of firm • Point of contact with name, title, phone, and email • DUNS number and/or CAGE code • Eligibility as Small Disadvantaged Business under NAICS 236220. Indicate eligibility under one or more of the following categories: HUBZone, Service Disabled Veteran Owned Small Business, Women-Owned Small Business. • Bonding Capacity. Respondent firm must possess performance and payment bonding capacity of at least $10 million per project in order to be determined capable. • Security Clearance. Indicate whether your firm currently possesses, have possessed in the past, or have never possessed a DoD Industrial Security Facility Clearance at SECRET level. This statement will be verified with Defense Security Services. • Description of the firm's capability to successfully support the requirement. The description must include following information: o Relevant experience supporting similar requirements. Indicate the number of design-build construction projects performed within the past 3 years that were valued greater than $300,000. Indicate the median value of the projects, list of customer organizations and general description of project scopes. o Personnel resources o Corporate resources o Other pertinent factors that illustrates the firm's capability to successfully support the requirements under the MACC. The information obtained under this sources sought notice will be used to assess industry capability and assist in developing the Government's acquisition strategy and set-aside decision. SUBMISSION INSTRUCTION: Capability statement must be submitted in writing via email to maria.calica@whs.mil by no later than 14 February 2013. Submissions that do not address all the required information will not be considered. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this notice. Responses to this notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this notice does not preclude participation in any future RFP, if any is issued. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice.
