- Veterans Health Administration (VHA) Veterans Integrated Service Network 1 (VISN 1 New England) has a requirement for an Anesthesia Record Keeping Clinical Information System (ARK-CIS). VISN 1 is posting a request for proposals for solutions to the problem describe as follows: Historical methods of capturing patient vitals in the operating and intensive care environments has relied heavily on paper flow-sheets and the manual entry of data into the computerized patient record. This current process prevents information from being available in real-time and creates inefficiencies in obtaining clinical information, in documenting patient care, and in billing and reimbursement milestones. Moreover, the use of manual flow-sheets allows the undesirable introduction of non-standardized techniques and terminology used in documenting patient-care across the VA healthcare continuum. In conformance with a VA national initiative the contractor shall implement an Anesthesia Record Keeping (ARK) Clinical Information System (CIS) at each of the six major VA medical centers in New England. The contractor shall implement a product that is capable of capturing data from various independent medical devices and automatically integrating them into the computerized patient record through a Veterans Integrated System Technology Architecture (VistA) Data Bridge. The implementation of an Analytics Database shall allow large volumes of patient information from across the VA healthcare continuum to be available to clinicians for diagnostic and research applications. The contractor shall implement a robust, scalable, integrated, enterprise solution which achieves measurable efficiencies of data management in the VISN clinical environment. The contractor's solution shall result in reductions in burden on clinicians by replacing paper templates used to document clinical data elements in the Operating Room (OR) environment; enhancement of patient safety by integrating clinical data directly into computerized records (VistA) for real-time documentation and continuous availability of patient data to clinicians; reduction of risk of errors by limiting manual processes in capturing data; improvement of accuracy of medical coding by enhancing documentation throughout revenue cycle; and standardize documentation workflow and terminology, inter alia. The VA is contemplating the award of a five-year Indefinite Delivery Contract (IDC), firm fixed price (FFP) with contractor sustainment and support post installation. In its offer the contractor shall propose a complete warranty, hardware, software, installation and logistical sustainment solution. The initial task order shall be issued concurrently with award of the basic contract. This RFP is unrestricted; Full and Open Competition (FAOC), no set-aside.
