- The United States Geological Survey, Reston Acquisition Branch located in Reston, VA with Field Office in Saint Petersburg, FL intends to make a non-competitive award to the University of Florida located in Gainesville, FL for a collaboration effort to develop a modeling approach to forecast beach vulnerability to storms and sea level rise in National Parks. The Coastal Geomorphology Lab at University of Florida has conducted coastal change analyses for settings similar to those in this task. The acquisition of its services for this study and the implementation of an existing USGS model famework will greatly promote consistency among studies. Because the model was developed by USGS researchers, it is not something that is commercially offered, nor are other research groups utilizing it. Existing USGS datasets and a model framework will be incorporated into a Bayesian network and a variety of scenario-based analyses will be performed to evaluate model performance and output change predictions at different time scales. The Government intends to award this requirement noncompetitively in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Other interested concerns having the ability to furnish this service shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) G13PS00173 will be made available to PRIME through the Government-wide Point of Entry (GPE) on or about February 13, 2013 IAW FAR 5.102(a)(1).
