- Description
- The Bureau of Reclamation intends to issue a Request for Proposals (RFP) for a firm fixed-price contract for Programmatic Agreement Program Management for the Navajo-Gallup Water Supply Project (NGWSP). The objective of this contract is to acquire contractor services to provide "Program Management" for the National Historic Preservation Act (NHPA) Section 106 (Sec. 106) Programmatic Agreement (PA) developed to support the construction of the Navajo Gallup Water Supply Project (NGWSP). These services will be provided over a five year period, approximately April 22, 2013 through April 21, 2017. The contract is offered as a "Performance Based" five year contract. The contractor's annual activities must be judged as successful in meeting the goals of the statement of work prior to be exercising the successive option year. The tasks that the contractor will be expected to perform include, but are not limited to, the following: Monitor, assess and report to the Parties on compliance with the terms of the PA; Ensure that all Parties with known or potential interests in particular Reaches, Project areas, issues, sites, or reports, are kept apprised of activities bearing on their interests; Coordinate the scheduling and conduct of meetings; Establish and maintain lines of project-related communication and consultation between the Parties and the design and construction engineers; Address requests by Parties and others to review documentation produced pursuant to the PA; Coordinate the timely distribution of reports and other products and the issuance of regular public updates; and Develop a "best practice" manual and a "lessons learned" case study or studies on the Project for reference in future projects similar to the Project. The Project covers the west side of the Jicarilla Apache Nation and northeastern Navajo Nation in McKinley, Rio Arriba, Sandoval and San Juan Counties, New Mexico, and Apache County, Arizona. This will be a base with 4 one year option years contract. Additionally, there will be an option to extend the contract 6 months beyond the last option year, if necessary. If all options are exercised, the performance period will be 66 months from the award date. Solicitation No. R13PS40002 will be issued on or about February 11, 2013, and will available directly from the following website: http://www.fedbizopps.gov. The estimated date for receipt of proposals is March 15, 2013. This solicitation will be processed using FAR Part and 15. It is anticipated that the contract will be awarded on or about April 22, 2013. This is a total small business set-aside. The NAICS Code is 541990, the small business size standard is $14M. All responsible sources may submit a proposal, which shall be considered by this agency. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award.
