- This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Global Immunization Division (GID) intends to solicit and enter into a contract with The Statens Serum Institut (SSI), 5 Artillerivej, DK-2300, Copenhagen S, Denmark. SSI is a qualified, internationally recognized lab with expertise in performing the technically complex direct antigen elisa (DAE), tetanus antibody test to allow comparison of the multiplex assay measurement of tetanus immunity with the current gold standard correlate of protection for tetanus. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). The NAICS code for this acquisition is 621511 and the small business size standard is $30M. The vendor will provide an assessment of the level of protection to tetanus currently existing in Cambodian women aged 15-39 and to allow for an evaluation of the potential use of a novel multiplex assay to replace the existing technically challenging and time-consuming techniques for measuring tetanus protection. Award will be made using Simplified Acquisition Procedures found in FAR Part 13 Interested parties who feel they possess the expertise and experience with performance of the DAE antibody test for tetanus, ability to perform all testing within 6 months of receipt of serum specimens from CDC, and previous publication in peer-reviewed literature on the use of DAE for measuring tetanus antibody levels and ability to document technical methods sufficient for a rigorous scientific audience, should submit a capabilities statement demonstrating their ability to Pellumbeshe Hoxhaj by email at kfx2@cdc.gov. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within three (3) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the Contracting Officer.
