Description
BACKGROUND: The United States Army Natick Research and Development Center (NSRDEC), Aerial Delivery Directorate Natick, MA., and Product Manager Soldier Clothing and Individual Equipment (PM SCIE), Personnel Parachutes Team, Fort Belvoir, VA, are conducting a market survey to locate potential manufacturers and / or suppliers of an Enhanced Electronic Automatic Activation Device (EEAAD) for Military Freefall (MFF) parachute systems. The EEAAD shall support the US Army (USA) Airborne and Special Operations Forces (SOF) communities by providing an enhanced data logging device packaged with an automatic activation device that will activate the reserve parachute of a paratrooper that is unable to activate the reserve on their own, under a partial or total malfunction of his/her main canopy. DESCRIPTION: The EEAAD shall automatically activate the reserve parachute by cutting the reserve container closing loop(s) in the event the paratrooper is unable to activate the reserve on their own. The EEAAD shall function with all current and future MFF parachute systems to include, but not limited to, the MC-4, RA-1, and Hi-Glide; and operate on all high performance fixed, rotary and non-standard aircraft which support the MFF mission at deployment speeds of 70 to 150 KIAS. It shall offer performance equal to or greater than the current Electronic Automatic Activation Device (EAAD), while providing the user the ability to collect and store information from the freefall and canopy flight portions of a MFF operation, for later download and analysis. This information will allow the user to refine techniques and tactics, and provide a quote mark black-box quote mark capability to assist in the investigation of incidents. REQUIREMENTS: The system should meet the performance requirements found in the attached document (AAD-RFI-EEAD Performance Requirements), which contain both Threshold [T] and Objective [O] levels. The objective level is the performance goal, while the threshold level is the minimum acceptable performance short of the goal. Note: these requirements represent the desired increased capability over the current EAAD performance. RESPONSES: All interested firms and manufacturers, regardless of size, are encouraged to respond to this request for information. Information submissions should include available technology, product literature and illustrations, and relevant company background/experience. Available product pricing will also be provided as part of the information submission. Information submissions must be received by 08 March 2013. Responses to this notice should be directed to: Natick Soldier Research, Development and Engineering Center, Aerial Delivery Directorate, ATTN: Dan Shedd, Kansas Street, Natick, MA 01760-5057 or e-mail to Daniel.s.shedd.civ@mail.mil, and Product Manager Soldier Clothing and Individual Equipment, Personnel Parachutes Team, ATTN: Brian Huffman, Kansas Street, Natick, MA 01760-5057 or e-mail to Brian.G.Huffman3.civ@mail.mil. All information supplied will be considered confidential, unless otherwise specified by the firm or available from other sources without restriction. This Market Survey is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC or PM SCIE.
