CONTRACTING OFFICE ADDRESS: DISA, Procurement Directorate (PLD), Defense Information Systems Agency (DISA) P.O.BOX 549 FORT GEORGE G. MEADE MARYLAND INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Defense Information Systems Agency (DISA) Office of the Chief Technology Officer (OCTO) is seeking information for potential sources that can provide the ability to leverage advanced and emerging technology to develop next-generation information technology and assurance architectures and IT solutions for the Global Information Grid (GIG). This effort will require technical expertise in the areas of IT and security architectures, assessment of emerging IT-related technologies, and planning of security-related technology risk migration strategies and integration. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: This request is for follow-on work for the existing contract: •1. Contract Number: HC1028-10-F-2721 •2. Contract Type: FFP LOE •3. Incumbent and their size: Science and Technology Associates, Inc, Small Business Program Background: The primary objective of the program is to provide the Office of Chief Technology Officer (OCTO) with technical expertise in the areas of security architectures, assessment of emerging security-related technologies, and planning of security-related technology migration strategies. REQUIRED CAPABILITIES: The Government requires strategic technology analysis, engineering and planning expertise, support and evaluations to the OCTO and mission critical programs. The following tasks will require the aforementioned support: Engineering Support Perform as subject matter experts in the technologies areas of biometric technologies, command and control technologies, communications and networking technologies, data and data management technologies, engineering and test support technologies, enterprise services and computing technologies, cloud computing technologies, mobility technologies and information assurance technologies. Technology Piloting and Demonstration Support Provide expert and technical support to conduct technical studies, data collection, identification, analysis and evaluation of technology pilots. Provide evaluation criteria to assess and evaluate cyber security and innovation pilots during technology identification, plan, design, engineering, and implementation. The cyber security pilot technologies may include managing mobile device services with sensors and software, code checking (static and dynamic code checking), and auto virtual machine rebuilding (destroy and reconstitute virtual machines to improve security). The innovation pilot technologies may include data communication between countries, big data, mobile device near field communications, and allowing users to access and retrieve information from various domains and networks. Information Assurance Systems Engineering Support Provide Subject Matter Expertise (SME) in IA, security, and resiliency in the areas of Defense Enterprise Email (DEE), Defense Enterprise SharePoint Service, Active Directory Engineering, Identity Management and Access Control, NIPRNet Systems Engineering, SIPRNet Network Security Engineering, Trusted Network Engineering, Security Research and Development (R&D) Outreach, Secure Information Sharing, Secure Cloud Computing, and Security Process Engineering. Support IA, security, and resiliency for the migration from LAN/platform-centric networks and computing environments to WAN/services-centric networks and computing environments. Support the CIAE Office in advising the DISA's Defense Enterprise Computing Centers (DECC) efforts in technology refresh, modernization and standardization from the perspectives of IA, security, and resiliency and in contributing to the Joint Information Enterprise (JIE) work from the perspectives of IA, security, and resiliency. Provide technical support on specific IA and security tasks, e.g., risk assessment, Continuity of Operations (COOP), contingency planning, firewall design, and/or others as needed. Systems Engineering and Integration Support The Contractor selected to deliver this capability must be able to understand, interpret, and provide subject matter expertise in Joint Command and Control; agile processes for capability development, integration, and testing; project management; systems engineering processes; information assurance processes; modeling and simulation; and DoD program acquisition in order to assist with: Management assistance focused on future capabilities strategies and concepts relevant to the application of DoDI 5000.02 and Component Acquisition Executive (CAE) Guideline 004 using Agile Development/Agile Testing principles, processes, and methods. Period of Performance: The timeframe for this requirement is for a (1) base year plus four (4) option years. Place(s) of Performance: The primary place of performance DISA, Fort George G. Meade, Anne Arundel County, MD. TDY travel may be necessary and will require written pre-approval from the COR. SPECIAL REQUIREMENTS The work to be performed under this contract is classed up to the Top Secret level and Sensitive Compartmental Information (SCI) clearance will be required for specific tasks. All personnel supporting this contract must be a U.S. citizen and must have a minimum Secret security clearance. SCI clearance, as noted, is required no later than three months after award. Information Assurance (IA) compliance requires the contractor to be familiar with a wide range of Federal and DoD security requirements. These include Public Law; OMB Circulars; NIST guidance; as well as specific DISA governing security requisites data security requirements, network connection rules, configuration; change management requirements and re-accreditation requirements. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) 541511, with the corresponding size standard of $25.5M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this RFI, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this source sought. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Size of Business; •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Vendors who wish to respond to this should send responses via email Feb 15, 2013 by 11:00 AM Eastern Daylight Time (EDT) to Suzanne.M.Rippenbaun.civ@mail.mil and steven.g.gagnon2.civ@mail.mil. Interested businesses should submit a brief capabilities statement package ( no more than ten pages ) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with (IAW) FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government for forming a binding contract. The government will not reimburse companies for any costs associated with the preparation and submission of RFI responses. All proprietary information received in response to this RFI must be marked "Proprietary" and will be handled accordingly. Responses to the RFI will not be returned. Questions or clarifications to this RFI must be submitted, via email, to the Contract Specialist. The opportunity for clarification of this RFI will not change the submission date identified above. Oral communications are not permissible. Marketing brochures and/or generic company literature will not be considered.
