Description
The Defense Logistics Agency Energy (DLA Energy) intends to issue a solicitation for Supply Chain Visibility Services (SCVS) in Afghanistan. DLA Energy requires a capable and reliable Service Provider to provide Supply Chain Visibility Services (SCVS) to include the inspection, witnessing and verification services of fuel products, its transportation and other services related to fuel and/or fuel products in several locations and border areas within Afghanistan. The proposed requirement is to verify that all Department of Defense petroleum product users receive and have access to products that meet or exceed quality specifications, such as ASTM standards. The solicitation will be posted using SP0600-13-R-0507 on or about March 25, 2013. The solicitation, including any amendments shall establish the official opening and closing dates and times and shall be posted on fed biz ops ( www.fbo.gov ) using the above solicitation number. This acquisition is Unrestricted and will be issued as a Request for Proposal (RFP) which will result in the award of a single Fixed Price (FP) Requirements contract. Any contract awarded as a result of the solicitation will be made to the Lowest Priced Technically Acceptable (LPTA) offeror that is determined responsible and eligible for award. The proposed contract performance period will be from September 1, 2013 through August 31, 2014, with four one-year options. FAR 52.204-99 (System for Award Management Registration) applies to this procurement. ALL prospective contractors must be registered in the SAM database and the Joint Contingency Contracting System (JCCS) prior to award. Offerors are encouraged to register early to ensure eligibility for award.
