Description
The Department of Veteran Affairs (VA) is issuing this Sources Sought Notification for response by small businesses. The agency does not intend to award a contract but rather gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT The Government is contemplating the solicitation and award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to provide support to VA Office of Policy and Planning (OPP) and its customers in the task areas below. OPP's customers who may use this procurement vehicle include Administrations (such as the Veterans Health Administration) and Staff Offices (such as the Office of Information and Technology) as well as its own internal service organizations (such as the Transformation and Innovation Service). The Government anticipates the contracts may require some of the following labor categories: Principal, Project Manager, Management Analyst, Budget Analyst, Strategic Planner, Quality Management Specialist, Facilitator, Business Process Engineer, Trainer, Information Technology Specialist, Graphic Artist, Researcher, Editor, Subject Matter Expert, Change Management Specialist, Administrative Support, Acquisition Management Specialist, and other labor categories that categorically pertain to the following task areas, with the following prefixes to indicate seniority/degree of experience, as may be appropriate: Executive, Senior, Mid-Level, and Junior. TASK AREAS: Project Management support Business Process Reengineering Business Process Improvement Business Process Management Training Change Management Transition Studies and Analysis Strategic Planning and Performance Measurement Management Analysis Quality Management Information and Records Management Acquisition Management Support SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought does not constitute a request for proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. Responses to this Sources Sought are restricted to small businesses. If your organization has the potential capacity to perform these contract services, please respond to this Sources Sought as follows- Cover Sheet - 1 page Please provide the following information: 1. Organization name, address, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Type of small business. 4. If applicable, GSA contract number, schedule, and SIN category. Index - 1 page Please provide an index to assist the Government in identifying where you have addressed each question below in your Capabilities Statement and Market Information. Please provide question number and corresponding page and section heading and/or paragraph number. Capabilities Statement and Market Information - no more than 8 pages Please respond to the following questions by providing a capabilities statement and market information: 1. Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements in the above listed task areas. 2. How many and which task areas can your company satisfy alone? How many and which task areas would your company be able to satisfy through a teaming arrangement, joint venture, or other partnership? 3. Please describe your experience with responding to task order proposal requests with short deadlines (1-2 weeks) to include submission of technical and price data. Specifically, what processes do you have in place to submit a timely and quality proposal? 4. Please describe your experience with successfully completing critical, high-visibility tasks from a federal Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, and ensure deadlines were met? 5. In addition to the labor categories listed in the requirement description, what other labor categories might satisfy the task areas? 6. The Government contemplates using 541611 as the North American Industry Classification System (NAICS) code for this acquisition. Is this the best code to classify this requirement?
