Performance Work Statement (PWS) dated 07 Feb 13 Amendment to the solicitation, FA5270-13-T-0008-0002 Contractor Question : "Previous PA positions for overseas locations included the information below in the PWS: LOGISTICAL SUPPORT/PRIVILEGES/SOFA STATUS (a) Technical representative status shall be extended to U.S. citizen employees (not ordinarily resident in Japan) necessary for the execution of this contract under Article I(b) of the Status of Forces Agreement ("SOFA") between the United States and Japan, entitling entry into Japan pursuant to invitational orders as exempt personnel under the provisions of paragraph 4, Article IX, SOFA. The determination as to the granting of such status will be made by the appropriate commander upon application of the contractor. The presence of such technical representative will be subject to all U.S. Forces regulations, instructions, and directives pertaining to civilian component personnel with the country. The following privileges shall be extended in accordance with current U.S. Department of Defense Directives, Military Base Interservice Support Agreements, and the SOFA of 19 January 1960 (as amended) between the United States of America and the Government of Japan. (1) Entry into and exit from Japan as "exempt personnel." (2) Duty free import-export into and from Japan. (3) U.S. customs exemptions under PL 89-436. (4) U.S. customs exemptions under the Tariff Act of 1930. I did not see the above information in the updated PWS for this position. Will the above information be included? If above is included, would me or my employee would only need an official passport to enter Japan?" Government Response : Individual Logistical Support information has been updated in the PWS dated 07 Feb 13. Contractor Question : "Finally, in the solicitation form, it states to bid for 9 months ( 1 Mar - 30 Nov). Later at part III, Price, it states there may be two option years. Is the option years stated an error? Of, will you like a bid for the option years too?" Government Response : "You are correct about the reference to options--it is an error. The period of performance for this requirement is 9 months. There are no options. I will post an amendment shortly correcting this error." The amendment FA5270-13-T-0008 has been amended as follows : Addendum to FAR 52.212-2 has been edited to reflect the correct period of performance of 9 months with no option years. A revised PWS dated 07 Feb 13 has been attached. It is edited to address Individual Logistical Support. The response date has not been extended. It remains 13 Feb 13 at 12:00 PM Japan Standard Time.
