Description
1) Estimated issue date and estimated closing/response date issued: 25 February 2013 and 27 March 2013. Anticipated award date is 10 April 2013. 2) SOL # FA8121-13-Q-0012 PR #s FD2030-13-00227 & FD2030-12-01031 3) Spares - Firm Fixed Quantity Contract 4) AMC/AMSC - 2/C 5) Noun - Metal Tube Assembly (Applicable to F-100) 6) NSN - 4710-00-329-1004 NZ 7) P/N - 4033027 8) Description - Length: 40.5 In; Width: 14.5 In; Height: 14.5 In; Weight: 7.0 lbs.; Material: Titanium Alloy; Function: Tube Assembly connected to the air coolant cooler inlet which oil flows through the tube into the air coolant oil cooler which controls the temperature of the engine oil for the F100 engine. 9) Total Line Item Quantities (Contractor First Article Testing may be required): Item 0001 - (USAF) - Minimum: 11 eachMaximum: 63 each Item 0002 - (FMS) - 5 each If an offeror needs a First Article, the Solicitation will be amended. 10) Application - F-100 Aircraft Engine 11) Destination: Item 0001 - (USAF) - SW3211, 3301 F AVE CEN REC BLDG 506 DR 22, Tinker AFB, OK 73145-8000 Item 0002 - (FMS) - DNE003 FMS Country 12) Required Delivery: Item 0001 - (USAF) - 5 each per month beginning on or before 30 November 2013 Item 0002 - (FMS) - 5 each per month beginning on or before 30 April 2015 13) Qualification Requirements: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. The Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed as a possible source for future awards. First Article Test (FAT) Evaluation is required if the contractor facility has not manufactured this component previously for the government in the last 36 months. 14) Export Control Requirements: Yes. Item is export controlled. The solicitation/procurement data list is approved for release only to U.S. DoD contractors who are registered and certified with the Defense Logistics Information Service (DLIS). Submission of DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation is required as specified in the International Traffic in Arms Regulation (ITAR), 22 CFR Sections 121 through 128. Foreign contractors cannot participate as prime contractors. The technical data will not be available until the solicitation is posted. 15) If unit price exceeds $5,000, then UID requirements will apply. 16) Qualified Sources: E. A. Patten Co. (Cage Code: 05819) and United Technologies Corp. (Cage Code: 52661) 17) Mandatory Language - In accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is anticipated that this requirement is competitive. Non-approved sources wishing to submit a bid may do so; however, only qualified sources will be considered for award. Contractor First Articles may be required from newly approved sources. NOTE: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
