- The Naval Undersea Warfare Center Division, Keyport intends to issue a Request for Quotation (RFQ) for various circuit card assemblies manufactured in accordance with various drawings, drawing notes, and specifications. The anticipated contract will consist of: Qty 2 EA Threshold Sensing Circuit Assemblies in accordance with 2159453 Rev K and all associated drawings and specifications, Qty 2 EA Pulse Generator Circuit Assemblies in accordance with 5992706 Rev A and all associated drawings and specifications, Qty 15 EA Low Voltage Monitoring Board Interface Units in accordance with 7609171 and all associated drawings and specifications, Qty 15 EA Circuit Board Processor Assemblies in accordance with 8290129 and all associated drawings and specifications, Qty 2 EA Terminal Board Component Installations in accordance with 2132454 Rev B and all associated drawings and specifications, and Qty 2 EA Maintenance Aid, Exploder Test Sets in accordance with 2551197 Rev E and all associated drawings and specifications. The government anticipates award of one (1) firm fixed price type contract. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9. The procurement is 100% set aside for small business concerns. Applicable NAICS code for this requirement is 334419 and has a size standard of 500 employees. Offers shall be FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures will be listed in the solicitation, which is required to be completely filled out and returned prior to the solicitation closing date and time. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation. Questions should be submitted via e-mail to: megan.vogt@navy.mil. Failure to respond to this RFQ and associated amendments, if applicable, prior to the closing date and time established may render an offer non-responsive and result in rejection. Several drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed Data Custodians that are registered with DLIS (Defense Logistics Info Svc) Joint Certification Program (JCP). Vendor ™s/Contractor ™s Data Custodian ™s that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888-352-9333. Restricted Drawings and Technical Information are only available by accessing Federal Business Opportunities (FedBizOpps). Registration instructions and Vendor Guide books can be found on the FedBizOpps homepage https://www.fbo.gov. Drawings for this solicitation will be posted to the FedBizOpps website: https://www.fbo.gov. Bidders who have registered with FedBizOpps and have registered in DLIS JCP will be able to access this data under solicitation number: N0025313T0058. Distribution of Drawing OD36971 and Drawing WS24340 Rev A, referenced in the drawings associated with the manufacture of Qty 2 EA Pulse Generator Circuit Assemblies, are restricted by the Department of Defense Contract Security Classification Specification of Confidential. Vendors requesting these drawings will be required to have a Confidential clearance on file with DISCO Columbus, OH. Vendors must have a current and valid facility clearance and safeguard capability to receive a copy of the drawings. Vendors who fail to provide facility clearance information at time of offer will be determined non-responsive and will not be considered for award. A DD254 detailing the security requirements of the solicitation will be provided as an attachment to the solicitation. Provisions and clauses in effect through the latest Federal Acquisition Circulars will be included in the solicitation. It is anticipated that solicitation N00253-13-T-0058 will be available on or about 25 February 2013. The solicitation closing date is anticipated to be 25 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government ™s requirement with a commercial item within 15 days of this notice.
