Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation RFQ VA245-13-Q-0097 is issued as a request for quote (RFQ) for a Firm Fixed Price Contract. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-65. No telephone responses will be accepted. The North American Industry Classification System (NAICS) number is 541330 and the business size standard is $14M. This procurement is a Full and Open Competition requirement; all qualified vendors are encouraged to submit a quotation for the provision of Facial Recognition System for the Department of Veterans Affairs (VA), Martinsburg, WV. Contractor to provide: 1. Facial Recognition and Video System Upgrade 2. Scope of Work: The contractor shall acquire and install all equipment (and software required to run such equipment) as described in this statement of work (SOW). This will include (but may not limited to) items listed under Section B. 3. Background: Video analytics to include facial recognition is required to assist the medical center's response to missing patients, dangerous individuals and lost children. The system should significantly reduce the time required for staff to respond to these emergent situations. 4. Type of Contract: Purchase and install. 5. Location: Installation of equipment will be throughout the medical center. Head end equipment will be installed in room 114, building 318 (Central Dispatch). Servers will be installed in room 114, building 318, bldg 213 server room or in the biomed server room, building 500. A.GENERAL REQUIREMENTS The equipment described below will be installed in the various pre-indicated spaces. 1. Equipment will include: a. 20 cameras with mounting hardware and software channels installed at entries for critical wards and hospital entrances. These cameras will be used for facial recognition. a. Database server (rack mounted) b. 5 workstations (rack mounted) d. 6 Arecont AV8365DN 360 degree cameras with mounting hardware for elevator lobbies. These cameras will be used for facial recognition. e. Pivot 3 12TB server storage appliances 2. System Operation a. The video system will enable VA Police to identify persons of interest in the video system, and use the system to search the video database for that person for a minimum one week prior to the time the search begins. 3. Service will include: a. Installation and configuration of all hardware and software to run with the existing ONSSI video system. This includes all required wiring from camera location to existing IT data closets. Contractor is responsible for supplying all equipment and materials to accomplish installation including mechanical lifts. Must follow infection/control regulations and supply enclosed containment with negative air flow to pull all wiring and work above the ceiling.) b. Punch down network cables in the IT closet c. Load all software on the workstation(s) d. Program the software on the workstation to view the cameras e. Program the server to view/record the cameras on the workstation. f. Assessment of the current system/network and make recommendations g. Purchase licenses for each camera, to allow cameras to be integrated with the existing ONSSI software we have installed on our servers and make the video available to the existing video workstations. h. Training 10-12 VA staff on the new systems at two different levels: Administrator and User level. Training may be required after business hours to accommodate shift work staff. i. All work will be completed between the hours of 7 a.m. and 4:30 p.m. Monday thru Friday except Federal holidays, unless prearranged with the COTR. 4. Testing: j. The system will use a captured image of an identified individual and compare to a database of all cameras on the existing system to locate any probable images of the individual. The image may come from inputting the image into the system, or by manually finding an image of the individual in the surveillance system database. An accuracy rate of 80% is required when a full face capture of the individual within 10 feet of the installed camera is used as the input. b. The system will be able to take an image of an identified individual and alert when the identified individual is viewed by any camera on the existing surveillance system. The image may come from inputting the image into the system, or by manually finding an image of the individual in the surveillance system database. An accuracy rate of 80% is required when a full face capture of the individual within 10 feet of the installed camera is used as the input. 5. Hardware Manual: A manual shall describe all equipment furnished, including: a. General hardware description and specifications. b. Installation and checkout procedures. c. Equipment electrical schematics and layout drawings. d. System schematics and wiring lists. e. System setup procedures. f. Manufacturer's repair parts list indicating sources of supply. g. Interface definition. h. Documentation of camera names, locations, IP addresses of all networked equipment and logon information. 6. Software Manual: The software manual shall describe the functions of all software, and shall include all other information necessary to enable proper loading, testing and operation, including: a. Definitions of terms and functions. b. Procedures for system boot-up. c. Description of using the programs. d. Description of required operational sequences. e. Directory of all files. f. Description of all communications protocols, including data formats, command characters, and a sample of each type of data transfer. 7. Operators Manual: The operator's manual shall explain all procedures and instructions for operation of the system including: a. Cameras and video recording equipment. b. Use of the software. c. Operator commands. d. System start-up and shut-down procedures. e. Recovery and restart procedures. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. FAR 52-204-9 Personal Identity Verification of Contractor Personnel (Sept 2007), 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items and in accordance with FAR 12.603 (b)(4), (b)(14), (b)(26), (b)(27), (b)(28), (b)(29), (b)(35), (b)(36), (b)(38), (b)(48) (c)(3), (c)(5), (c) (6). Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following additional provisions and clauses apply: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer unless ORCA registered which must be noted in quotation. Attention: Contractors must be registered in Central Contractor Registration (CCR http://www.ccr.gov) prior to award, failure to register will result in non-responsiveness of offer. 52.216-1 Type of Contract (APR 1984) The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation, 52.228-5 Insurance - Work on a Government Installation, Supplemental Insurance Requirements - In accordance with FAR 28.307-2 and the previous clause, the following minimum coverage shall apply to the contract: Worker's compensation and employers' liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so comingled with the Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in states with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers. General Liability: $500,000 per occurrence. Automobile Liability: $200,000 per person; $500,000 per occurrence, and $20,000 per property damage.
