- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award a cost plus fixed fee contract on a sole source basis under the authority of FAR 6.302-3, with Lockheed Martin Corporation, 3251 Hanover St. Bldg. 201, Palo Alto, CA 94304-1121, based on the need to maintain an essential capability for support services for the Segmented Mirror Telescope (SMT) located at Naval Postgraduate School (NPS) Monterey, CA. Service includes making the SMT a viable research tool to develop and validate new techniques for segment alignment and surface control, allowing NPS graduate students exposure to current applicable technologies. In particular, the contractor will provide support for sensors and controls and modification of proprietary software. Lockheed Martin has the required knowledge, equipment, expertise, and experience to complete these activities in the timeframe required. Place of performance is at NPS Monterey. The SMT is a state-of-the-art segmented mirror system developed over the past several years. The proposed vendor has been identified as the only company which can provide the requested technical support regarding SMT technology, as the vendor has directly participated and led previous development efforts for this specific hardware. The vendor's unique capabilities for this procurement are further supported by the classified and restricted nature of previous development efforts. Furthermore, this vendor has previously developed system-level aspects of the SMT, and has provided control technologies and component-level improvements to the SMT at the Government ™s expense. The SMT and associated equipment is still unique. Integration of upgraded SMT hardware and provision of professional technical support will require proprietary knowledge and techniques from Lockheed Martin for efficient execution and lower program risk. The applicable NAICS code is 811219. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 09:00 am Pacific Standard Time on 4 March 2013. All interested parties must demonstrate substantial knowledge of the SMT software controls, software applications on SMT, the sensor suite components, and developing the necessary control software. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
