- PRESOLICITATION NOTICE The Department of the Interior on behalf of the Bureau of Land Management intends to solicit for 2013 Archaeological Collections Cataloging follows: DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management, has a requirement for 2013 Archaeological Collections Cataloging The Bureau of Land Management's (BLM) Billings Curation Center (BCC) is the primary repository for archaeological collections originating from BLM lands in Montana, North Dakota and South Dakota. The BLM is required to identify, evaluate, and protect prehistoric and historic cultural resources originating from public lands under its jurisdiction; and to ensure that Bureau initiated or Bureau authorized actions do not inadvertently harm or destroy cultural resources. These requirements are mandated by the National Historic Preservation Act and related regulations found at 36 CFR 800.The Bureau of Land Management (BLM), Billings Curation Center (BCC), proposes to create a catalog inventory of non-diagnostic collections made at the Mammoth Meadow archaeology site, in Beaverhead County, Montana. This portion of the collection is comprised of 347 1 cubic ft. boxes of lot/bulk prehistoric quarry material collected over multiple field seasons The goal of the inventory is to reduce the backlog of artifacts to be cataloged to provide a more complete picture of the BLM's cultural holdings/responsibilities. All of the work shall be conducted on premises, during posted business hours. All work and cataloging procedures shall be completed in accordance with the Billings Packaging Requirements document (see attachment). All supplies needed in performance of these objectives will be supplied by the BCC. Other specifications include: appropriate educational requirements, be eligible for DOI security clearance, Sort bulk collections for formal tools, count, weigh and repackage the 347 boxes of non-diagnostic bulk collections. These collections consist largely of lithic flaking debris, bone and prehistoric quarry material and are to be processed on site at the Billings Curation Center to the specifications outlined in the Packaging Requirements document (attached). Produce one catalog record (typed) for each lot of like-material artifacts per level and unit. Assemble and process all associated documentation to archival standards, and produce Accession Records, and a catalog of the accession using the Billings Curation Center's Informix database. Do data-entry of all information (Collections, Accession Record, Sites) on the BCC's in-house Informix database system and complete all associated accession records for collection. Personnel performing the work must meet the following criteria for qualification: 1) Bachelor degree in History, Museum Studies and/or Anthropology with an archeology emphasis; 2) Graduate Level coursework in Museum Studies, Archaeology, Archival Science; 3) one year of full-time professional experience in the processing of northern plains archeological collections and archival collections The anticipated contract period will be for one year beginning October 1, 2013. The anticipated issue date of the solicitation is March 2013 with a projected closing date of April 2013. It will be a requirement that the successful awardees be registered in the System for Award Management (SAM) formerly known as Central Contractor Registry (CCR) and ORCA. The solicitation will be posted at www.fedconnect.net under public opportunities. This procurement will be competed as a Total Small Business Set aside.
