- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to award, on a sole source basis, an Indefinite Delivery Indefinite Quantity (IDIQ) type contract against which orders will be placed to AIRTEC Incorporated. This action is being pursued under the authority of 10 USC 2304(b)(1), as implemented by FAR 6.302-1. The requirement is for the contractor to provide Intelligence, Surveillance and Reconnaissance (ISR) support via use of (2) forward deployed multi sensor Contractor Owned/Contractor Operated (CO/CO) King Air B200T aircraft equipped with mission essential equipment, furnished as Government Furnished Property (GFP). The period of performance will be a period of twelve (12) months for a minimum of 300 flight hours up to a maximum of 2100 Flight Hours. The Contractor shall provide pilots and operators for intelligence, surveillance, and reconnaissance (ISR) missions., and also provide maintainers to perform maintainence on the CO/CO aircraft and GFP systems. The place of performance is Bogota, Columbia. The Government believes that only one responsible source can provide the services that will satisfy the Government requirements within the needed timeframe, as the GFP was previously installed on AIRTEC's aircraft under a preceding contract. The Government's required timeline does not support removal of the GFP from AIRTEC's aircraft and installation on another company's aircraft, nor does the Governnment's budget allow for the duplication of the cost that would be incurred through the reinstallation of GFP onto another company's aircraft. This is an ongoing requirement, and the Government anticipates further needs for these services in the future. The Government anticipates competing future requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition, based upon the responses to this notice is solely within the discretion of the Government.
