Description
The USDA Forest Service, Eastern Region (Region 9), is soliciting quotes (RFQ) for Water Handling Equipment Engines (Type 3, 4, 5, and 6), Support Water Tenders (Type 1, 2, and 3), and Tactical Water Tender (Type 1 and 2) for use during local, Regional, and Nationwide fire suppression and all-hazard incidents. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Agreements will be competitively awarded by Dispatch Centers located within Region 9. This area consists of the following states: Connecticut, Delaware, Illinois, Indiana, Iowa, Massachusetts, Maryland, Maine, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, Vermont, Wisconsin, and West Virginia. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a Total Small Business Set Aside under NAICS 115310. The Small Business size standard is $17.5 million. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php. The SOLICITATION will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about January 31, 2013. Electronic responses must be transmitted in the VIPR Vendor Application by 1700 EST, on March 19, 2013. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an ALL electronic process. Other information for vendors is listed below: 1) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. 2) Vendors must have a valid DUNS Number. Request a free DUNS Number from Dun and Bradstreet on the web at https://iupdate.dnb.com/iUpdate/companylookup.htm. 3) Register in the System for Award Management (SAM) as stated in the solicitation. Vendors can access SAM at https://www.sam.gov. This system has replaced the systems formerly known as CCR and ORCA. 4) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php 5) This solicitation will be utilizing the Vendor Web Application and can be found at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php Because all VIPR awarded documents are required to be issued in the following manner, the vendors primary company name MUST be the IRS approved TAX PAYER NAME. THE TAX PAYER NAME must appear exactly as stated in SAM, including punctuation, spacing conventions, and spelling. The second line in the VIPR vendor application allows for a name you are doing business as - listed as DBA. You may list your DUN and Bradstreet legal business name or your dba name as stated in SAM.
