NAME: SRM- IDIQ Location: Various Locations, Alaska Request Number: W911KB-13-R-0026 Procurement Type: Sources Sought Only SOURCES SOUGHT NOTICE for Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) to support Small Construction Contract Execution for the U.S. Army Corps of Engineers, Alaska District., including services for Design-Build Construction (vertical and horizontal), Construction Only, Sustainment, Renovation and Modernization of real property projects with incidental environmental work including, incidental soil, asbestos and HTRW containment/disposal. This is a SOURCES SOUGHT NOTICE for the purpose of obtaining market research only. NO PROPOSALS are being requested nor accepted under this notice. The U.S. Army Corps of Engineers, Alaska District, will use information obtained under this notice to develop an acquisition strategy to help meet the needs for this procurement. DESCRIPTION OF WORK: Services include, but are not limited to planning, designing and constructing new and/or renovated facilities, utilities and infrastructure for DoD and civilian customers of the U.S. Army Corps of Engineers, Alaska District. Typical task requirements issued by the U.S. Army Corps of Engineers, Alaska District include those related to Facility Sustainment, Restoration and Modernization, new construction, repairs, incidental demolition (including HazMAt testing, removal and disposal), facility and system maintenance and upgrade, infrastructure and site improvements. Efforts may include, but are not limited to, planning, design, and installation/construction of the following systems: facilities construction/renovation, HVAC, plumbing, electrical, waste water treatment systems, elevators, building envelope, fire protection, AT/FP, demolition, electronic security systems, fencing or total renovation. Horizontal design and construction projects could include clearing and grubbing, excavation, grading, paving and road, parking area construction and drainage improvements. Capabilities are simultaneously sought for firms possessing unique areas of expertise or lines of business to include; working with and on military installations/bases, on-road and off-road network construction, remote site logistics, transportation by land, sea and air, and ability to work in extreme environmental conditions including north of the arctic circle, the Aleutian Islands, and interior Alaska if necessary. Most work is anticipated at locations such as Fort Greely Alaska, NOAA Gilmore Creek Site and Kodiak Island and other areas of concentrations of federal facilities but work may be spread across the Alaska District. This intent is to find contractors with the unique specialties/experience necessary to efficiently execute a diverse set of projects at the anticipated sites in severe conditions and logistic challenges. Failure to respond to the market research survey will NOT preclude a firm from participating in the resulting solicitations; HOWEVER, lack of participation by small business contractors may result in fewer set-aside opportunities. The intent of this notice is to assess industry's small business concerns, including 8(a), Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business (WOSB), capability and interest in performing a wide variety of services. The intent of this notice is to also investigate contractor's ability to obtain bonding for Task Orders in the range of $100,000 and $5 Million. Government anticipates awarding up to three contracts. The period of performance will include a base period and optional periods with a total term to not to exceed five years. The solicitation will define task order procedures and minimum guarantee amount. The combined Alaska District program need is anticipated to be $75 Million over a five year period. The anticipated North American Industry Classification System (NAICS) code for this program is 236220, Commercial and Institutional Building Construction and a Business Size Standard of $33.5 Million. It is anticipated that the program need for the Alaska District may be met through the use of the multiple award process to establish various Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts. This approach is anticipated to result in the establishment of qualified pools of contractors who receive task orders ranging in size from $100,000 up to $5.0M, The total number of IIS IDT Contracts anticipated to be awarded and the size and type of any set-aside solicitation will be determined based on the responses received from this sources sought notice. The Government must ensure there is adequate competition among contractors for work to be performed under a multiple award approach. As part of your submission please provide evidence of your bonding capability as most Task Orders will require payment and performance bonds. Describe experience working within the state of Alaska. Describe ability to perform and/or manage diverse project scopes successfully. Describe design/construction in house capability. Interested Offerors shall respond to this Sources Sought Notice by 4:00pm Alaska Standard Time on June 5, 2009. Responses will be considered in the development of the acquisition strategy to support this program. North American Industrial Classification System code is 236220, which has a size standard of $33,500,000 in average annual receipts. This announcement is a TOTAL SMALL BUSINESS SET-ASIDE. Please indicate any other type of category your company falls into, including Woman Owned Small Business (WOSB), 8(a), Small Disadvantaged Business (SDB), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB). All Small Business concerns having the capabilities to perform these types of task orders are encouraged to respond. A Request for Proposal in electronic format will be available for download from this site on or about 1 April 2013. An Indefinite Delivery Indefinite Quantity Type (IDIQ) contract consisting of a 3-year base period of performance with 2 one-year optional periods of performance. More than one contract is anticipated, but no more than three (3) contracts will be awarded with a contract amount of $50,000,000 over five years. The contract amount of $50,000,000.00 will be shared by the successful offeror(s). There will be a minimum guarantee amount for each year. There is no specific task order limit except the limit of the contract(s). Contracts may be awarded concurrently or may be staggered at two (2) to six (6) month intervals. It is anticipated that the majority of the Task Orders awarded under the IIS-IDT will range in value from $75,000 to $2,500,000. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price may be requested on individual Task Orders in accordance with FAR 52.228-15; therefore, the successful firm shall have the capability to acquire such bonding. The Davis-Bacon Act will apply. All responders are advised that this contract may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation, and final award. In addition, no projects are yet authorized and no funds are presently available.
