Description
AMENDED - PRE-SOLICITATION NOTICE: Request for Proposal W9126G-13-R-0030 This is PRE-SOLICITATION NOTICE for a forthcoming Request for Proposal (RFP), Southwestern Division (SWD) and worldwide Small Business Set-Aside (100%), Firm Fixed-Price, Multiple Award Task Order Contract (MATOC) for Environmental Services for Projects within the Geographic Boundaries of the Southwestern Division or Environmental Service Projects assigned to the Southwestern Division. The North American Industrial Classification System (NAICS) Code applicable to this project is 541620, Environmental Consulting Services. Small Business Standard Size is $14.0M. Anticipate posting of solicitation number W9126G-13-R-0030 on or about 15 February 2013 to include all amendments (if applicable) for 30 -45 days. RFP will be posted on Federal Business Opportunities website, http://www.fbo.gov/. The Government will not provide or issue paper, email or compact disk copies of the RFP, support documents or amendment. It is strictly each Offeror's responsibility to access the RFP and/or amendments on the FBO website and the Government is not responsible for any internet connectivity problems that the Offeror may experience. Offerors are responsible to checking the website for additional changes/amendments to the RFP up to closing date and must acknowledge all amendments when submitting proposal. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. The SAM Internet address is http://www.sam.gov/. The resulting contract will be negotiated and awarded with a base contract period of three (3) years and One (1) Two (2)-year option period, and a value of not more than an estimated amount of $30,000,000.00. The contract shall continue as option periods are exercised at the sole discretion of the Government for a time period not to exceed 5 calendar years in total, or upon obligation of the total value of the contract, whichever occurs first. The minimum guaranteed amount of the contract is $2,500.00. The estimated minimum award per task order is $50,000.00 and the estimated maximum award amount per task order is $5 million. All Work under this contract will include providing installation support in maintaining compliance with all applicable federal and state environmental regulations and Army guidance, regulations, and requirements. In addition to ensuring regulatory compliance, the mission will identify existing or potential environmental hazards and develop initiatives to improve environmental compliance to enhance and protect natural, historical, and archeological resources. Work to be performed under this contract may include, but not necessarily be limited to, conservation, cultural resources, natural resources and National Environmental Policy Act (NEPA) support, environmental compliance, environmental and technical support, environmental analysis, environmental program management support, environmental sampling of various media, laboratory testing, environmental and occupational safety and health compliance audits and training, environmental assessments, environmental data inventories, hazardous and regulated waste handling and management, permit applications, community involvement, environmental services, environmental investigation, ordnance and explosives avoidance, and other scientific and technological investigations to accomplish the mission. Wage Determinations will be incorporated with each task order, if required. This will be a performance-based procurement. Scope specifics will be defined/detailed and monitored under each task order. Award will be based on the Best Value to the Government, utilizing full trade off. The Government does not intend to enter into discussions but, Contracting Officer has the discretion to enter discussions, if necessary, for this solicitation. Proposals will be evaluated on FACTOR 1 Technical Ability, FACTOR 2 Business and Management Approach, FACTOR 3 - Past Performance, FACTOR 4 -Cost/Price THIS ANNOUNCEMENT IS NOT A CONTRACT, REQUEST FOR PROPOSAL, A PROMISE TO CONTRACT, A FORUM TO DISCUSS UPCOMING WORK, OR A COMMITMENT OF ANY KIND ON THE PART OF THE GOVERNMENT. THE ARMY WILL NOT ASSUME RESPONSIBILITY FOR ANY COSTS INCURRED BY THE OFFEROR TO PREPARE A PROPOSAL OR MARKETING EFFORTS.
