Sources Sought Info Request Form THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE MASSACHUSETTS NATIONAL GUARD WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. THE INTENT OF THIS NOTICE IS TO IDENTIFY QUALIFIED SMALL BUSINESS (SB) CONCERNS, CERTIFIED 8(A), HUBZONE, AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) CAPABLE OF PERFORMING THE REQUIREMENTS DESCRIBED BELOW. The Massachusetts National Guard is seeking eligible small business firms who are capable of providing construction services described below for the Massachusetts National Guard. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million. The service required will consist of constructing a new Unit Training Equipment Site (UTES) Building for the Massachusetts National Guard. The Contractor will provide all labor, materials, equipment, and supervision necessary to perform all work required in strict accordance with the detailed requirements of the technical provisions. The following is a description of proposed construction: The project proposes the phased new construction of a Unit Training Equipment Site (UTES) building. Phase I: Provide all materials, labor, and equipment to construct the main building of the new UTES facility including administrative and support areas along with multiple vehicle work bays and site and support amenities. The main building of the UTES facility is approximately 45,389 sq/ft. Phase II: Provide all materials, labor, and equipment for the demolition of the existing UTES building, including removal of hazardous material, and the construction of a new Controlled Humidity Shelter at the same location. The Controlled Humidity Shelter is approximately 19,041 sq/ft. The project would be designed to secure a Leadership in Energy and Environmental Design (LEED) "Silver" rating, at a minimum, from the US Green Building Council (USGBC). This project includes Owner Furnished Equipment to include, but is not limited to, existing dehumidification units which are to be installed in Phase II of the project in accordance with the plans and specifications. The work of this project includes receiving, unloading, handling, storing, protecting, and installing the Owner Furnished Equipment. For work requiring that existing items be relocated and includes, where required, all effort for disconnecting and dismantling, loading, and delivery to the site in addition to previously stated. A solicitation, with a magnitude of $10 million to $25 million, will be issued electronically on the National Guard Contracting web site http://www.fbo.gov. Specifications and plans will be available WHEN THE SOLICITATION IS POSTED at the Federal Business Opportunities web site at http://www.fbo.gov. Paper copies will not be available. A firm-fixed price award/contract is anticipated. Once a solicitation is posted, it is incumbent upon the interested parties to visit the Federal Business Opportunities site frequently for any updates/amendments to any and all documents. THERE IS NO ANTICIPATED DATE FOR THE POSTING OF THE SOLICITATION AT THIS TIME. All prospective contractors must be registered in the System for Award Management (SAM), Central Contractor Registration (CCR), and Online Representations and Certifications Application (ORCA) database in order to be eligible for award. Interested parties responding to this sources sought request SHALL SUBMIT the document titled "Sources Sought Info Request Form". This document must be filled out completely to be considered. THIS SOURCES SOUGHT SYNOPSIS IS NOT A SOLICITATION. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. Interested small businesses should indicate interest to the Contracting Officer, in writing as early as possible, but no later than 11:00AM on Monday, 25 February 2013. Electronic or hard copy submissions are acceptable. Submit hard copy documents to: USPFO-MA, ATTN: 1LT Pedro Lara, 50 Maple Street, Milford, MA 01757. Submit electronic copies to erika.l.reinikainenrovinelli.mil@mail.mil and pedro.r.lara.mil@mail.mil. This market research is for informational and planning purposes only. The Government will not pay any costs for responses submitted. Failure to submit all information requested may result in a contractor not being considered as an interested Small Business. All service-disabled veteran owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this sources sought synopsis, the Government will determine whether set-aside acquisition in lieu of full and open competition is in the Government's best interest.
