Description
WBR 1413.106-1 Form 1 (November 2012) DETERMINATION TO SOLICIT FROM A SINGLE SOURCE Solicitation No.: R13PS60160 Project Name: Repair and upgrade OMICRON CMC256-6 Relay Test Set Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(l), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). 1. Agency and Contracting Activity. Bureau of Reclamation, Great Plains Regional Office 2. Name and Address of Single Source. Omicron Electronics Corp. USA 230 Third Ave Waltham, MA 02451 Main office phone: (781) 672-6200 Office direct phone: (781) 672-6227 3. Description of Supplies/Services and Estimated Cost. This service is for repair and upgrade of Yellowtail's OMICRON relay test set model CMC 256-6. This test set is utilized for testing, calibrating and setting of the protective relays associated with the Yellowtail generators, exciters; governors and transformers. Whiile conducting relay testing during annual maintenance of our second unit, the test set had one channel fail. This failure results in the inability to test the remainder of our relays on the next two units during our schedule maintenance outages. Canyon Ferry Division has a similar test set which i5 our default back up and we are having it delivered to Yellowtail next week to enable us to test the relays on our third unit. However, Canyon Ferry will need their equipment returned before the end of February so they can complete their scheduled relay testing. By borrowing Canyon Ferry's test set, we will be able to complete the relay testing and calibration of our third unit on schedule. We need our test set repaired and back to Yellowtail prior to our fourth unit scheduled maintenance on March 11,2013. If we do not have our test set repaired and back to us by March 11, 2013, we will not be able to test and calibrate our protective relays during our scheduled annual maintenance of the fourth unit. If we fail to test and calibrate our relays during this outage, we will become non-compliant with the applicable NERCIWECC requirements. As a NERCIWECC facility, being noncompliant is unacceptable and will have a serious negative effect for MTAO, the GP Region and Reclamation. Failing is not an option. The required repairs are estimated to be in excess of $2500 including shipping and the test unit is in need of some required upgrades, so it is approp1iate and cost saving to have the repairs and upgrades completed at the same time. The total estimated cost for the needed upgrades is approximately $7,100 for a total cost of approximately $9,600. 4. Description of Circumstances. including why only one source is reasonably available. This is a very precise and specific piece of test equipment that can only be repaired and upgraded by the original manufacture as many components and the software is proprietary in nature. This service cannot be obtained from anyone other than the manufacturer. 5. Determination of Fair and Reasonable Cost. The costs are the normal charges associated with repair and upgrade of this test equipment. Reclamation has procured similar services from Omicron comparable to this requirement (Rl2PX41022, Rl3PX66544, and Rl2PX66219). Pricing will be verified and determined fair and reasonable (if able) before award. 6. Description of Market Research. Market research consists of previous purchase orders, GSA schedules, and internet. Omicron bas territories for sales. No other manufactures are authorized nor certified to repair or upgrade the Omicron test sets. This service is not available on GSA schedules. The purchase of a new test set is cost prohibitive at approximately $52,000 (Rl2PX60230); therefore, it is in the Government's best interest to repair and upgrade the current test set.
