Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, Richard L. Roudebush, VA Medical Center, Indianapolis, IN 46202. An Invitation for Bid will be issued on this Federal Business Opportunities website on or about February 21, 2013 for Architect/Engineer A/E project 583-13-121, Replace Fire Pump Building 1, at the Richard L. Roudebush, VA Medical Center, Indianapolis, IN 46202. This announcement is a total set-aside for Service Disabled Veteran Owned Small Businesses. The VA is seeking a qualified Architect/Engineer (A/E) firm to prepare Construction Documents, Working Drawings and Contract Documents using VA Master Specifications. The Architect/Engineer (A/E) firm shall prepare 100% complete Construction Documents. The current fire pump system is located in Mechanical Room DB-011 in the D-Wing basement of the Indianapolis VA Medical Center (VAMC) and serves the entire medical center. The project shall include design work for 100% complete Working Drawings and Contract Documents using VA Master Specifications to complete the following: "Renovation/replacement of the existing Fire Pump System - Building 1. The design shall include increased capacity and redundancies for facility sprinkler system and shall be designed to ensure compliance with all current VA, ASHRAE, and NFPA regulations and standards. "Removal/replacement of all dated pipe, valves, attachment equipment; including frail pipe, threading, attachments, tubing, valves, connections, electrical, mechanical, and associated equipment within the surrounding area of the fire pump system. Pipes, valves, and other equipment/attachments shall be scanned to determine wall thickness/useful life. "Complete balancing, commissioning, disinfecting and leak test of all new pipe, valves, attachment equipment, threading, tubing, connections, electrical, mechanical, and associated equipment. This A/E project is set-aside for Service Disabled Veteran Owned Small Business firms (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 541310, Architectural Services and size standard $7 million applies. In accordance with VAAR 836.204, disclosure of the magnitude of this construction project is between $25,000 and $100,000. The government intends to award a Firm Fixed Price Contract in March 2013. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc is available until issuance of the solicitation on http://www.fbo.gov. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov ) on or about February 21, 2013, with a due date to be specified in the Solicitation. Further details of all dates and events, including site visit and bid opening date, will be available in the solicitation. No other site shall be used to obtain these documents. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register at the FedBizOpps website. Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the VA. Prospective contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov shall be verified in the Vetbiz Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
