Total list of attachments are: 1B-13-A-0003 USPS Form 8203 and 1B-13-A-0003 USPS Terms and Conditions Attachment A Statement Of Objectives Appendix A Requirements Matrix Attachment B Pricing Matrix Attachment C Instructions to Offerors Attachment D Evaluation Criteria Attachment E Offeror Question Template Attachment F Subcontracting Plan Guidance Attachment F1 Subcontracting Plan Template Proposal Instructions: For more detailed information, please refer to Attachment C - Instructions to Offerors. Supplier questions about this solicitation are due no later than 5pm Eastern Standard Time on January 11, 2013. Submit questions on Attachment E - Offeror Question Template to Angela.M.Lagneaux@usps.gov. Answers to these questions are due back to suppliers by 12pm on January 15, 2013. Supplier is required to provide a Technical and a separate Price proposal based upon the requirements and specifications stated in the attached SOO and associated Requirements Matrix. All proposals and questions must be submitted by email and in Microsoft Word format. Proposals should be submitted in the following manner: 1. Technical Proposal: Submit 1 original in hard copy, plus 10 copies on CD ROM and/or flash drive. 2. Pricing Proposal: Submit 1 original in hard copy, plus 10 copies on CD ROM and/or flash drive. An electronic submission must be received by 1:00PM EST on Friday, January 18, 2013. Please submit the proposal in the following manner: Submit two distinct e-mails to Angela Lagneaux at Angela.M.Lagneaux@usps.gov. Submit one e-mail with a zip-file containing the Technical Proposal. Submit the second e-mail with a zip-file containing the Price Proposal. For the proposal to be considered, please ensure that both e-mails are submitted prior to 1:00PM EST on January 18, 2013. Hard copies do not need to be received by 1:00PM EST on Friday January 18, 2013. They can be received via express delivery by Tuesday, January 22, 2013.
