OCA-13-001 U.S. Nuclear Regulatory Commission (NRC) Division of Contracts Mail Stop TWB 01 B10M Washington, D.C. 20555 Product Service Codes (PSC): 7630 Newspapers and Periodicals D317 IT and Telecom-Web-Based Subscription NAICS Code: 519130 Internet Publishing and Broadcasting and Web Search Portals Contracting Office Address: U.S. Nuclear Regulatory Commission Office of Administration Division of Contracts 11555 Rockville Pike Rockville, MD 20852-2738 United States The U.S. Nuclear Regulatory Commission (NRC) intends to purchase a sole source subscription with Congressional Quarterly, Inc. for CQ Print Publications and Online Database. The proposed effort will provide NRC's Office of Congressional Affairs and Office of the Commission with the Congressional Quarterly publications referenced above. The period of performance for this effort is one base year beginning March 1, 2013 through December 31, 2013. This notice of intent is neither a request for quotes nor a solicitation of offers. The authority for negotiating on a sole source bases is made under FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only once source is reasonably available. The North American Industry Classification System (NAICS) Code is 519130. Based on NRC's market research; Congressional Quarterly, Inc. is the only known source that can provide the following capabilities to meet the Agency's requirements stated below and no other organization is authorized to publish the journals. A final determination not to award this proposed procurement based on responses to this solicitation is solely within the discretion of the Government. Any response to this notice must show clear and concise. Interested sources must submit their capabilities to meet the below requirements to Wanda M. Brown, Contract Specialist, at the above address; U.S. Nuclear Regulatory Commission, Division of Contracts, TWB 01 B10M, Washington, D.C. 20555 via mail no later than 9:00am; February 14, 2013. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered. Questions may be submitted to Mr. Brown via email at Wanda.Brown@nrc.gov. Requirements include the following: - Simultaneous access for up to 13 licensed users with both onsite and remote training and technical support availability and included in subscription price - Capability for each individual user to create customized search lists (e.g., bill numbers, key words, Members/Senators, Committee activity tracking, etc.) that can generate e-mail alerts to new Congressional actions and news related to the topics selected - Capability for each individual user to annotate documents, create personal folders, save specific documents for future reference - News feature focused on staff changes in Congressional offices, including personal offices, district/state offices, and Committees - Close to "real time" reporting - on floor activities, bill introductions, committee/subcommittee mark-ups, negotiations, and hearings, including access to proprietary (copyrighted) information - Comprehensive and detailed schedules for floor activities, Committees/subcommittees, key associations/organizations, and other political organizations - Searchable historical database of Congressional news from at least the past 10 years - Daily publications summarizing activities and expected actions in specific Congressional jurisdictions, such as budget/appropriations (including tracking the appropriations process), homeland security, etc. - Weekly publication with detailed and summarized accounts on Congressional legislative and policy efforts, votes, human interest stories about Members, staff changes, and other related news. - Detailed reports of floor activity and actions in the House and Senate - Access to Congressional Research Services reports that become available - Summaries of major legislation that reflects all current Committee and floor actions - Access to comprehensive and updated biographies of all Members of Congress that are customizable to the level of detail desired - Searchable 20-year database of every bill in Congress, including ability to find and track drafts of major bills - Legislative histories of bills with links to related information such as amendment text, reports (CBO, GAO, CRS), and analyses - Searchable database of the Congressional Record that is updated daily - Searchable database of floor votes - Searchable database of committee/subcommittee mark-ups - Transcripts of selected Congressional hearings - Transcripts of selected speeches, press conferences, and news events related to Congressional work - Database of witness testimony/statements as submitted to committees/subcommittees
