- VISN3 AE IDIQ SOURCES SOUGHT REQUEST FOR QUALIFICATIONS (SF-330) COMPREHENSIVE A/E DESIGN ***ATTENTION: THE INSTRUCTIONS PROVIDED IN THIS SOURCES SOUGHT ARE IN ADDITION TO THOSE PROVIDED ON THE SF 330, ARCHITECT-ENGINEER QUALIFICATIONS***. A.DESCRIPTION VA NY/NJ Veterans Integrated Service Network (VISN3) is requesting SF-330s from Small Business Architect/Engineer (AE) firms resulting in the establishment of an AE IDIQ schedule in the following A/E design area. 1.COMPREHENSIVE (12 contracts will be awarded) This areas is seeking professional architectural and/or engineering services for the design of various projects that require a comprehensive range of services. They may include architectural, structural, electrical, mechanical, pluming, fire protection, landscape architecture, interior design, automatic transport systems, as well as lead and asbestos abatement. The scope of work may include, but is not limited to, the preparation of design, working drawings, planning, programming studies, investigations, site selections, specifications, cost estimates, miscellaneous reports, review of shop drawings, samples, equipment, data and other related documents. On certain projects the Architect/Engineer (A/E) may be requested to provide most or all of the professional services necessary. Additionally, this contract obligates the A/E to provide all supplemental and/or advisory input as required for projects being designed within VISN 3. B.NOTE: The subject IDIQ is one of three AE IDIQ schedules that will be procured for VISN3. The resulting IDIQ Schedules will result in an award of 32 separate contracts, in three Architect-Engineering areas - Comprehensive (12 contracts), Structural (10 contracts), and Mechanical-Electric (10 Contracts). Eligible companies proficient in more than one area, may be awarded contracts in multiple areas provided they have submitted an SF-330 package for that area. C.THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no Sources Sought package or bidder/plan holder list will be issued. D.This acquisition is being conducted under full and open competition procedures. The North American Industry Classification System (NAICS) Codes that apply to this Sources Sought are 541310 Architectural Services and 541330 Engineering Services. NAICS Codes 541310 and 541330 both have a Small Business size standard of $4.5 Million dollars average annual gross revenues for the past three fiscal years. E.TOTAL SMALL BUSINESS SET-ASIDE The socio-economic set-aside associated with this notice is 100% Total Small Business Set Aside. Therefore, this acquisition is open to all firms meeting the qualifications of small business under the associated NAICS code as registered at https://www.sam.gov/portal/public/SAM/ F.Prospective small business firms are reminded that in accordance with FAR 52.219-14 Limitations on Subcontracting, at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the small business concern. SF 330 packages shall address how each firm anticipates meeting this criterion. G.VISN3 anticipates award of a base year and four (4) one-year option periods which may be awarded at the sole discretion of VISN3. In anticipation that some future contract options may not be exercised or that unforeseen circumstances may cause a contract to be cancelled, VISN3 plans to include On-Ramp and Off- Ramp procedures. These procedures will allow for reopening this Sources Sought request for SF-330s with the goal of adding new contracts to this IDIQ to replace those lost. In so doing, VISN3 preserves the IDIQ competition pool at the same level as originally awarded. (Note: Any contractor additions due to on-ramps will not revise the AE IDIQ total ceiling and the period of performance for on-ramped contractors will not exceed the overall maximum term of the original IDIQ contracts) H.Work will be issued as fixed-price task orders. Minimum fee for each task order is $500. Maximum fee for each task order shall not exceed $1,000,000. The maximum cumulative contract value under any resultant contract(s) shall not exceed $10 million for the entire contract duration including any option periods exercised. The minimum guarantee for the entire contract term is $1,000 per awarded contract. The VA will provide a specific scope of work for each delivery order along with a request for the A/E to prepare a fee proposal. Fee proposals shall be based on pre-established unit prices for all disciplines as defined in the Sources Sought and negotiated in any resultant contract(s). Negotiated rates for base and option period will be firm for each contract period awarded. Unit prices for unique services not included in the original negotiation will be negotiated on a case by cases basis with each task order. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years.) Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. I.In accordance with FAR 36.602-3, Evaluation board functions, an A-E Evaluation Board will be established to review responses to the Sources Sought and evaluate firms. Final selection(s) will be made by the designated Selection Authority and will be a listing, in order of preference, of the firms considered most highly qualified to perform the work. J.This acquisition is for Architect/Engineer (A/E) services, and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. All submissions will be evaluated in accordance with the evaluation criteria. K.A "short list" of firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. L.Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Rate Proposal to include labor, overhead and other costs for the five year period of performance for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the contract and used in the pricing of task orders. M.REQUIRED SERVICES The selected A/E firm(s) shall be in accordance with FAR 2.101 definition of "Architect-engineer services" as defined in 40 U.S.C. 1102 and FAR Part 36.6 to provide professional A/E services for various VA projects as required. A/E(s) signing drawings must be licensed in New York and New Jersey. The license(s) are not required unless an award is made to prospective A/E(s). The following A/E disciplines are expected to be required during the course of the contract: architecture, structural, civil, mechanical, plumbing, landscaping, electrical, fire protection, industrial hygiene, interior design, surveyors, cost estimators, or other A/E services as defined by FAR Part 36.6 that may be necessary. Task orders may include, but are not limited to: 1.Schematic Phase: to include but not limited to making site investigations, collecting data, performing analyses, making presentations and conducting other fact finding studies as might be necessary to support the design of the project. This may include economic analysis and feasibility studies and developing scopes for programmed projects. Services may also include additional consultant services as necessary based on specific project scope. 2.Design Development: may include engineering calculations and analyses, complete design, and statements of probable cost. 3.Construction Documents: to provide complete detailed construction documents for final review that are of such quality and completeness that they can be competitively bid by contractors. 4.Bid Documents: to provide completed detailed, signed and stamped drawings, specifications and documents complete and ready for issuance to prospective contractors. 5.Construction Period Services: to include but not limited to answering Request for Information, inspections and site visits, as-built drawings, reviewing submittals and commissioning. All work shall be performed by or under the direct supervision of licensed professional architects and engineers in the state the work is to be performed. The A-E firms shall have the capacity to provide all the personnel to perform all the work identified. N.EVALUATION SELECTION CRITERIA Each respondent's SF 330 submittal package will be evaluated in accordance with FAR 36.6 procedures. The selection criteria, in order of importance will be as follows: 1.Professional Qualifications 2.Reputation & Standing of Firm 3.Specialized Experience/Technical Competence 4.Teamwork 5.Capacity 6.Past Performance 7.Capability and commitment 8.Socio-Economic preference for VOSB/SDVOSB 9.Location O.SELECTION CRITERIA DESCRIPTIONS The selection criteria descriptions (1 through 9) are provided below. 1.PROFESSIONAL QUALIFICATIONS NECESSARY FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical, and Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator, and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of three (3) specific completed projects that best illustrate the individual team members experience relevant to this contract scope; 2.REPUTATION AND STANDING OF THE FIRMAND ITS PRINCIPAL OFFICIALS. Documentation supplied should allow the evaluation team to assess this factor with respect to professional performance, general management, and cooperativeness." 3.SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Specialized experience and technical competence in health care facilities (to include joint ventures), including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials." This factor evaluates the amount of experience the AE Structural firm has in designing similar types of work/facilities and evaluating their technical competence. The factor includes an emphasis, where appropriate, on the firm's experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Provide a detailed narrative of up to 10 (maximum) relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Specific design areas to be evaluated within this factor are: i.Healthcare/Hospital Design ii.Long Term Care Design iii.Clinical Design iv.LEED Building Certification 4.TEAMWORK Documentation supplied should include specific experience and qualifications of personnel proposed for assignment to the project(s) and their record of working together as a team 5.CAPACITY This factor evaluates ability of the AE Structural firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. i.List current projects with a design fee of greater than $20,000 being designed in the firms' office. ii.Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; iii.describe experience in successfully delivering projects per performance schedule, providing timely construction support, and successfully completing multiple projects with similar delivery dates; 6.PAST PERFORMANCE VISN3 will evaluate past performance on recent and relevant contracts with government agencies (emphasis on VA work) and private industry in terms of cost control, quality of work, compliance with performance schedules and a record of significant claims against the firm due to improper or incomplete engineering services (references required). i. Recency is defined as performance occurring within 5 years of the date of this Sources Sought, except that ongoing projects must have begun no less than one (1) year prior to the issuance of this Sources Sought. ii.Relevancy is defined as performance of work on projects that are similar in scope to the types of projects anticipated under the resultant contracts. Respondents with no previous past performance shall so state when addressing the selection criteria Documentation supplied should detail firms' ability to work with government entities and design standards or similar relevant experience with other entities. i.Provide a copy of all performance evaluations (A/E) issued for government contracts (as applicable). For non-Federal contracts, provide facility owner documentation of the firms' performance issued on that contract. If known documentation exists, so state. ii.Provide accessible owner points of contact: name, title address, telephone number, e-mail, and fax number and provide copies of awards and letters of appreciation/commendation as desired. Past Performance Questionnaires (Attachment 1 to this Sources Sought): i.Respondents shall complete Section A (General Information) of the Past Performance questionnaire and provide it to VISN3 representative as part of the SF 330 submittal package. ii.Respondents shall submit the Past Performance Questionnaire Sections B through D and the Cover Letter to each past performance Contracting Officer (or customer contact equivalent) and Project Manager (or customer contact equivalent) identified in its SF 330 Section F, "Example Projects Which Best Illustrate Proposed Team's Qualifications For This Contract". Sections B through D of the questionnaire shall be completed ONLY by the contract customer. iii.The contract customer shall complete sections B through D of the Past Performance Questionnaire and shall submit it directly to VISN3 by the SF 330 submittal package due date identified in the Sources Sought iv.Past Performance Questionnaire sections B through D will not be accepted from Respondents. Questionnaire sections B through D must come directly from the Respondent's contract customer. The Respondent bears the burden of providing relevant and timely references with accurate and current telephone numbers and addresses. The Respondent is responsible for ensuring that the questionnaires issued by them are completed by the contract customer and submitted directly by the contract customer to VISN3 at the address listed in section E.1 of this Sources Sought, no later than the SF 330 submittal package due date designated in this Sources Sought (Ref. Sources Sought section F.2). E-mailed Past Performance Questionnaire Sections B through D will be accepted from the contract customer. If the contract customer chooses to email the past performance questionnaire sections B through D, they SHOULD NOT send the hardcopy via mail. Respondents are notified that VISN3 may use any additional sources of information (such as, but not limited to the Architect-Engineer Contract Administration Support System (ACASS) or the Army Corp of Engineers' central database of past performance) available to it regarding the Respondent's relevant experience and past performance and consider the information thus obtained as part of this evaluation. 7.CAPABILITY AND COMMITMENT. The capability and commitment to provision of accurate professional services during the construction period, this factor includes determining customer satisfaction, project cost, and meeting project schedule by: i.Reviewing the firms' record on timeliness in replies to RFIs, review of submittals & shop drawings, periodic construction inspections, and timely completion of as-built drawings. ii.Determining the accuracy of professional services through a review of the history of services support, value engineering and any deficiencies which may have resulted in additional costs to VISN3. 8.PREFERENCE FOR VETERAN OWNED AND SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (VOSB & SDVOSB). i.In keeping with the VA's desire and goal to give preference to Veteran owned design firms, VOSB/SDVOSB firms submitting offers for this multiple award A/E contract shall receive additional consideration. ii.Such firms claiming VOSB/SDVOSB status shall be verified in the Vendor Information pages at http://www.vetbiz.gov/ by the due date and time specified in Section Q below.. iii.Other non- VOSB/SDVOSB firms shall receive a lesser preference in the following order: 1.8(a) / Hub Zone /WOSB 2.SB 9.LOCATION. i.The A/E Firm must be within a 250-mile radius of the James J. Peters VA Medical Center, 130 W. Kingsbridge Road, Bronx, New York 10468. ii.This distance is determined according to http://maps.google.com/ iii.This factor evaluates the distance the AE firm's design office or offices lies from the location of work. Please provide the address (es) and distance of your closest office to each of the nine VISN3 Medical Centers listed below. James J. Q.SF 330 SUBMITTAL PACKAGE PAGE INSTRUCTIONS 1.SF 330 submittal packages, including Past Performance Questionnaires, shall be submitted no later than COB on Wednesday, March 13, 2013 i.Respondents are responsible for ensuring SF 330 submittal packages, and any revisions, and modifications are submitted by this time. 2.Qualified A/E firms are required to submit THREE (3) hard copies and ONE (1) electronic copy via CD of their entire completed SF Form 330 packages; SF 330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. 3.All copies shall contain identical information and formatting. VISN3 will use the electronic copies in the evaluation process and may compare the electronic and paper copies. If a variation in content between any of the paper copies and the electronic one is noted, the paper copy marked original will be considered the submitted SF 330 submittal package Sources Sought response. 4.Submission of information incorporated by reference is not allowed. 5. Prospective firms shall address all selection criteria factors within their submitted SF 330 package. 6.Submissions are limited to 85 pages. i.No photographs shall be submitted. ii.Title pages and tables of contents, if applicable, are excluded from the page count limitation. iii.Pages submitted in excess of the limitations specified in this Sources Sought will not be evaluated by VISN3 and will be returned to the respondent. 7.A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type. Foldouts count as an equivalent number of 8 1/2" x 11" pages. The metric standard format most closely approximating the described standard 8 1/2" x 11" size may also be used. 8.Telephone inquires will not be honored. No faxed or emailed forms/submissions will be accepted. 9.SF 330 PACKAGE CONTENTS i.The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the NINE selection criteria described in this Sources Sought; the additional information required by this Sources Sought and past performance questionnaire section A. ii.Respondents are required to meet all Sources Sought requirements in addition to those identified as selection criteria iii.SF 330 submittal packages not consistent with the requirements and selection criteria of this Sources Sought may be determined unacceptable and removed from consideration. iv.Any SF 330 submittal package, modification, or revision, that is received at the designated VISN3 office after the exact time specified for receipt is "late" and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late submittal would not unduly delay the acquisition; and- There is acceptable evidence to establish that it was received at VISN3 installation designated for receipt of submittal packages and was under VISN3's control prior to the time set for receipt of submittal packages; or It was the only submittal package received. 10.SF 330 PACKAGE PREPARATION i.Qualified A/E firms are required to submit THREE (3) hard copies and ONE (1) electronic copy via CD of their entire completed SF Form 330 packages; SF 330 forms are available on-line at: http://www.gsa.gov/portal/forms/type/SF. 1.ONE ORIGINAL - shall be marked as "Original" for retention by the Contracting Officer. 2.TWO copies- SF 330 parts I and II, questionnaire section A and additional information requested by this Sources Sought 3.One electronic copy on compact disc (CD) in searchable PDF format of the SF 330 parts I and II, questionnaire section A and additional information requested by this Sources Sought ii.All copies shall contain identical information and formatting. VISN3 will use the electronic copies in the evaluation process and may compare the electronic and paper copies. If a variation in content between any of the paper copies and the electronic one is noted, the paper copy marked original will be considered the submitted SF 330 submittal package Sources Sought response. iii.Each SF 330 submittal package (original and copies) shall be separately bound in 3-ring binders that permit the binder to lie flat when open, shall be tabbed in accordance with the structure identified below and shall be prepared in accordance with the 85 page limitation. iv.Staples shall not be used. All pages in each binder shall be sequentially numbered. v.A cover sheet should be included in each binder, clearly marked with the Respondent's name, complete address with 9 digit zip code, phone number, facsimile number, e-mail address, date of response, title, copy number, and Sources Sought identification. vi. Information not provided elsewhere in the SF 330 submittal package shall not be incorporated by reference. vii.A table of contents shall be provided with each binder for ready reference to sections, figures, and illustrations. viii.SF 330 submittal packages shall be consistent with the following structure and tabbed accordingly: 1.SF 330 PART I - CONTRACT - SPECIFIC QUALIFICATIONS 1.Sections A through D 2.Section E 3.Section F 4.Section G 5.Sections H and I 6.Questionnaire section A only 7.Other additional information and attachments ix.(Note: Respondents shall clearly label additional information and attachments). 11.SF 330 SUBMITTAL PACKAGE MARKING AND DELIVERY i.SF 330 submittal packages shall be delivered to the designated submittal package receiving office by one of the following methods: 1.U.S. Postal Service 2.Commercial Delivery Service 3.Delivery by company employee or other individual agent 12.Regardless of the method of delivery chosen, the respondent is responsible for delivery of the submittal package to the designated receiving office no later than the date and time specified in section F.2 of the Sources Sought. 13.Submittal packages submitted by commercial delivery service or hand carried packages must be delivered to: Christopher Ward Specialized Team Coordinator VISN 3 Network Contracting Office (NCO3) James J.
