Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), intends to negotiate on a sole-source, fixed-price basis, a contract with Intermet Systems, Inc. (IMET), 3854 Broadmoor SE, Ste 107 Grand Rapids, MI, 49512. In accordance with Federal Acquisition Regulation (FAR) 5.203, the purpose of this notice is to inform the public of the Government's intentions with respect to an upcoming acquisition. Of the 92 upper air system sites across the Weather Service network, 87 have been converted from the legacy weather balloon tracking system to the new, Radiosonde Replacement System (RRS). All the preparatory work, site surveys, equipment acquisition and labor required to do these installations was provided by the original equipment manufacturer of the RRS tracking system, Intermet Systems. Alaska has four upper air sites which remain to be converted to the RRS weather balloon tracking system. They are located in Kotzebue, McGrath, Cold Bay and Kodiak. Because Intermet has done the previous installations at the NWS' upper air sites, it is uniquely capable to complete the installation in Alaska. The installation of the RRS in Alaska is critical for the continued collection of weather data and to the modernization of the Weather Service facilities. No other entity has the capability to provide this service and contracting with Interment represents a logical follow-on to previous work the firm conducted. Accordingly, pursuant to FAR 6.302-1, NOAA will negotiate with Intermet for the award. Notwithstanding the Government's intent to negotiate on a sole source basis, responsible sources may submit a response which, if timely, will be considered by NOAA. Responses must be submitted by Thursday February 28, 2013 at 12:00 PM Eastern Time.
