- Revised Statement of Work/Specification dated 08 February 2013 Questions & Answers The Operational Contracting Division, Air Force Test Center, Eglin AFB, FL intends to solicit, negotiate, and award a Firm-Fixed Price contract for ten (10) target tow boats in new condition with ten (10) trailers in accordance with the attached Statement of Work (SOW) dated 08 February 2013. The contractor is responsible for obtaining the solicitation, amendments, and any other documentation from the Federal Business Opportunities (FBO) website, which can be accessed at http://www.fbo.gov. Paper copies will not be available. This solicitation is issued as Request for Quotation (RFQ) F1T0DE3009AG01. This requirement is for: CLIN 0001: Ten (10) EA, TARGET, MARINE TOW BOAT. BOAT V-HULL, NEW CONDITION, NON POWERED, 23-27 FEET. CONFIGURATION IN ACCORDANCE WITH GOVERNMENT SOW/SPECIFICATION; CLIN 0002: Ten (10) DOLLY, TARGET TOW. 23-27 FEET MUST PROPERLY FIT BOAT. CONFIGURATION IN ACCORDANCE WITH GOVERNMENT SOW/SPECIFICATION. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, and FAR Part 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a quotation is being requested, and a written request for quotation will not be issued. Offerors will be evaluated on a Lowest Price Technically Acceptable basis IAW FAR 15.101-2 and the award will be made to the lowest priced offeror that meets the minimum requirement. The Government reserves the right to award a quantity of all, one, or none, or to multiple offerors to best fulfill mission requirements. There will be no advance payments. Pictures of boats and trailers shall be provided on an electronic Compact Disc (CD) or hard copy format with price quote for evaluation by the Government. (Note that large files or unrecognized email addresses may be blocked from if sent by email). Pictures may also be uploaded to web site for review by Government as an alternative method for review with prior notice.
