Description
The Defense Threat Reduction Agency (DTRA) intends to enter into limited competition between the sources "X Prize Foundation" and the team of "Booz-Allen-Hamilton, Inc./Innocentive, Inc.", for an effort entitled "Open Innovation Services for Prizes and Challenges." This effort will assist Agency staff in defining, developing, advertising, and administering a large market stimulatory grand challenge. DTRA intends to develop a grand challenge for which it seeks solutions. The purpose of this grand challenge is to solve a problems-specifically science, engineering, or commercial barriers-related to point-of-care or point-of-need diagnostics for infectious disease threats. This effort requires the capability to conduct a "grand challenge," defined as a reduction-to-practice challenge with a prize not to exceed $10M. This effort requires sources to conduct deep research to identify current research and development (R&D) investments salient to the challenge topic and, in doing so, identify fundamental science, engineering, or commercial barriers to solving problems salient to the challenge. A Source must also be able to access a technically capable solver community in the biological, healthcare, chemical, microelectronics sciences fields and have geographical reach of their solver community along with defined secondary and tertiary linkages to a larger pool of capable solvers who can contribute to the solution. A Source must be able to perform problem ideation to take the challenge topic area from DTRA and clearly define the grand challenge in terms of quantifiable metrics against which solutions can be measured. This includes scoping the prize amount and metrics, which must both stimulate the marketplace and rapidly deliver a series of disruptive solutions to solve the challenge. Once the grand challenge and scope of prize competition is identified, a Source must facilitate public awareness commensurate with a large, market stimulatory grand challenge. As a grand challenge is meant to stimulate the marketplace to solve a large problem, the public and the marketplace must be made aware of the challenge and prize through the public awareness campaign. The requirement also requires a Source to perform testing and evaluation (T&E) of submitted solutions during administration of the challenge. This includes development of a test infrastructure aligned with the metrics associated with the problem. This challenge will directly relate to the healthcare sector because if a technology or strategy is to be implemented in the Armed Forces, certain classes of solutions must be cleared by the Food and Drug Administration. Therefore, the collection of T&E data must be in a fashion conducive to FDA clearance. The grand challenge will require the Source to implement technology transfer in the form of full and complete assignment or royalty-free technology licensing to the United States Government (USG). The USG wishes to enable implementation of solutions to the problem in the Force after the technology is transferred between solvers to the USG, thus a Source must have the capability to effect this transfer. The anticipated award date is June 28, 2013. The statutory authority for this limited source non-competitive action is derived from 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only Responsible Source. No other sources have the capability to meet all of the specified requirements. Specifically, as implemented by Federal Acquisition Regulation 6.302-1(a)(2) which states: When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. All responsible sources may submit a capability statement and proposal which shall be considered by the agency. This announcement does not commit the Government to make a contract award.
