Description
Subj: Request for Information Synopsis for Technical, Administrative, Budgetary and Material Support for Seabasing Integration Division, at Marine Corps Base (MCB), Quantico, VA. PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Seabasing Integration Division. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying GSA FSS Group for this effort is General Services Administration (GSA), Federal Supply Schedule (FSS) Group 871-1, Engineering Services. Seabasing Integration Division represents the Deputy Commandant for Combat Development & Integration on all seabasing and expeditionary ship requirements and doctrinal matters, including amphibious warfare ships, prepositioning ships, and other craft and connectors. Integrates Marine Corps seabasing required capabilities and associated shipbuilding requirements within CD&I and throughout HQMC, Navy, other Service, Joint Staff, DoD, and related interagency staffs. Coordinates with Navy and other Service resource sponsors to ensure Marine Corps required capabilities are correctly interpreted and incorporated within appropriate shipbuilding requirements documentation. Develops and manages future baseline MEU, MEB, and MEF MAGTF force structure and defines future MAGTF lift requirements for shipbuilding program development. Serves as the coordinator for Marine Corps participation in joint seabasing studies and analyses, seabasing-related wargaming, and Naval seabasing science and technology initiatives, and develops and maintains the Marine Corps Seabasing Experimentation Campaign Plan. Ensures the Marine Corps is fully supported by the Navy's Long-Term Plan for Shipbuilding (30-year plan) and capable of completing Title 10 mandated amphibious warfighting functions. Programs supported include Maritime Prepositioning Force, LHA(R), LPD-17, LSD(X), Joint High Speed Vessel (JHSV), Ship to Shore Connector (SSC), and Shipboard Selective Access and Retrieval System (SSARS). Objectives for the requirement include: (1) Develop and maintain Marine Corps equities in craft and connectors provided by the Department of the Navy (DoN) in support of future amphibious and expeditionary operations; (2) Develop and integrate future Marine Corps Maritime Ship capabilities by clearly and consistently identifying, articulating and tracking requirements based on warfighting functions and emerging concepts and plans; and (3) Develop and maintain a family of baseline Marine Air-Ground Task Forces (MAGTFs) for use in requirements determination, shipbuilding programmatic development, and defining future MAGTF amphibious ship and prepositioned lift requirements. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact, telephone number or e-mail address; (3) Current price listing showing labor categories and hourly pricing; and (4) other material relevant to establishing core competencies of the firm. Contractors must have a General Services Administration (GSA) contract under General Services Administration (GSA), Federal Supply Schedule (FSS) Group 871-1.
