- Justification for Other than Full and Open Competition This Notice is posted to comply with FAR 5.301. USAID/Kyrgyzstan hereby provides a notice that the contract #AID-176-C-10-00003 with Development Alternatives International (DAI) was modified in order to expand the Scope of Work, increase the ceiling amount from $3,249,799 to $7,139,740 and extend the period of performance from September 30, 2013 through September 29, 2015. The funding source for this expansion are provided by Great Britain's Department for International Development (DiFD). The expansion of the Parliamentary Strengthening Program in Kyrgyzstan project will build on the project's successful work on legislative drafting and committee strengthening, by increasing the number of committees and MPs working with the project, as well as pilot new activities improving Parliament's access to English-language resources and its ability to obtain quality public policy research and analysis to inform their legislative activities. Additionally, this expansion will allow for the continuation for a successful Youth Parliament activity, which has measurably engaged a new generation in civic and political life and increased understanding of the role of Parliament in a democratic system. Pursuant FAR 5.406 and 6.305 the Justification for Other than Full and Open Competition for the Contract with Development Alternatives, Inc AID-176-C-10-00003 is hereby provided.
