This system is used to remove oil and sewage waste from naval vessels. This requirement will be solicited under a 100% small business set-aside basis using the commercial item procedures outlined in FAR Part 12 and Far Part 13. It is anticipated that the resultant contract will be a Firm Fixed-Price (FFP) type commercial purchase order. This requirement will utilize low-price, technically acceptable evaluation factors in determining the successful offeror. The applicable NAICS Code is 332420 and the small business size standard is 500 employees. Offers shall be FOB Destination to Silverdale, WA. The solicitation number for this requirement is SPMYM2-13-Q-0122. It is anticipated that the solicitation will be available for download on or prior to 19 February 2013. The RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. The closing date of the solicitation will be on 30 days from posting. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from the aforementioned websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Firms interested in submitting proposals must: (1) complete the pricing, (2) complete all representation and certifications found in the solicitation provisions/clauses, (3) provide all documentation/certifications in accordance with the Specifications section, and (4) ensure current registration in the SAM system at htpps://www.sam.gov/portal/public/SAM/.
