- In accordance with FAR Parts 12 Commercial Items and FAR Part 13 Simplified Procedures, The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a contractor to provide a Combustion Aerosol Standards (CAST) with a particulate matter (PM) range of 10nm-200nm or larger. EPA has recognized the need for on-board vehicle exhaust particulate mass (PM) emissions measurement. The CAST source can produce the type of PM that is generated during the operation of an internal combustion engine (i.e., gasoline fueled spark ignition engines, diesel fueled compression ignition engines, and aircraft engines). Hence, the specifications of the CAST to be procured will be dependent on those widely known characteristics of PM emissions from internal combustion engines, and the most current technology available. The contractor must provide CAST and software per product specifications. The equipment implementation shall allow for the integration and the ability to fully control the analyzer functions, data collection, processing and reporting in keeping with the current operations. The delivered CAST shall be new and meet each of the minimum specifications. The CAST shall include a standard commercial one-year warranty covering all parts and labor. Training shall be provided include full descriptions of all functions of the system, hardware, software, operation and maintenance. The acquisition of this Commercial item will be subject to Full and Open Competition under North American Industry Classification System (NAICS) code is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 500 employees. Award will be made on a Best Value Basis. Offerors shall provide information to demonstrate that its quote meets the minimum requirements. The solicitation will be posted on FedConnect.net on or about March 19, 2013 after the electronic posting of this synopsis. This office does not intend to mail hard copies of the solicitation.
