Total contract length: Up to 10 weeks Starting: ASAP Work Schedule: Full Time Salary Range: based on position specific job experience Introductory Statement: PC FSM/Palau is seeking individual(s) to serve as Technical Trainer(s) in ESL instruction for its PST. Prior to PST, Technical Trainers will participate in a 1-2 week Training of Trainers (TOT) with Peace Corps Staff. The primary responsibility of the Technical Trainer is to implement the design, delivery and evaluation of competency-based training to prepare Peace Corps Trainees for two years of Volunteer service in FSM/Palau. As Volunteers are school-based, the technical trainer will support education and education related programming, including ESL instruction, community-school relationships and youth development activities outside of the classroom like after school programs, tutoring and summer camps. The Technical Trainer reports to the Training Manager (TM). Major Duties & Responsibilities Design & Implementation of Competency-based Training • Implements Peace Corps/FSM & Palau training design, revision, evaluation, and monitoring for a comprehensive set of education related core competencies designed to prepare and support Trainees and Volunteers during PST. • Integrates the technical training curriculum with language and cross-cultural skill acquisition • Develops and presents information on external factors affecting education including gender, parent involvement, school-community linkages, resources, participatory approaches, experiential learning cycle and non-formal education methods, working with groups, etc. and provides suggestions for addressing and working successfully in the Micronesian environment • Facilitates large and small group training activities, modeling a variety of non-formal, adult education techniques in the delivery of training. • Conducts training sessions for selected sector/technical competencies • Participates in the development of all training documents/reports and shares those with key staff in a timely manner that allows for integrated planning and evaluation. • Participates in the final evaluations of Trainees after Pre-Service Training and recommends to DPT and Country Director the readiness of Trainees to perform their Volunteer assignments. • Facilitates the implementation of training curriculum and goals with local trainers, Volunteer co-trainers, and staff. • Participates as a member of the Programming & Training team and represents technical training interests, concerns and goals within that team. • Promotes a sense of collaboration, mutual respect and positive interaction between the training staff, Trainees and Volunteers, and other office staff. • Participates in development and implements a formal Trainee Assessment and Evaluation system, and coordinates with training staff to ensure that trainees receive both informal and structured feedback and understand the steps necessary to improve their performance or behavior to be approved for Volunteer service. • Provides encouragement and moral support to trainees and Volunteers and demonstrates concern for their personal well being. Refers Trainees to medical officer when necessary for counseling or more extensive emotional support. Administration of Training Resources • Understands and applies all Peace Corps policies and procedures in all aspects of the administration of training resources, personnel, and the relationship with Trainees and Volunteers. Safety and Security • As necessary, participates in all staff safety and security programs and training. • Reads, understands, and assists Peace Corps during implementation of its Emergency Action Plan (EAP) according to the roles described in the EAP. Teamwork and Professionalism • Behaves professionally at all times, treating colleagues in a respectful manner that enables effective teamwork at Peace Corps/FSM & Palau.   DESIRED QUALIFICATIONS: Education/Experience: • University bachelor degree in education or related field. Masters degree preferred. • 5 years of equivalent experience in education may be substituted for a bachelor’s degree. • Experience designing, implementing and evaluating training • Experience working with an international organization and/or in a cross cultural environment • Experience working with PTAs and the Department of Education • RPCV FSM/Palau is highly desirable. Knowledge, Skills, and Attitudes: • Knowledge of and demonstrated skills in teaching methodologies, preferably as relates to teaching English as a Second Language. • Demonstrated stand-up training skills and ability to make presentations comfortably in front of a group. • Resourcefulness and creativity to design flexible options to respond to training needs with scarce resources. • Ability to investigate educational resources and develop training programs to reflect core principles (e.g. team teaching, the SIOP model, etc.) • Ability to communicate and write effectively. • Ability to identify and respect differences and similarities between U.S. and local cultures. • Positive and enthusiastic attitude. • Self-motivated to investigate, explore, ask questions and take initiative in providing a competency-based and effective technical training program. • Computer literate and proficient in Microsoft Office products. • Licensed driver with ability to operate a standard shift motor vehicle in FSM & Palau. Language Proficiency: • Fluent in English. • Conversant in FSM/Palau local languages is highly desirable. ********* This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. The Peace Corps mission is to promote world peace and friendship through service to others. Peace Corps Volunteers live and work within the community they serve abroad, learning the local language, and contributing skills. This technical assistance is one of three goals of the Peace Corps. The other two goals revolve around cross-cultural understanding gained as the people of other countries acquire a better understanding of America and as the Volunteers return home to share their cultural experiences with fellow Americans.
