Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Physical Measurement Laboratory, intends to negotiate with Stanford Research Systems Inc.; Sunnyvale, CA, on a sole source basis under the authority of 41 USC 3304(a)(1) and FAR Subpart 6.302-1, Only One Responsible Source, to purchase a lock-in amplifier. The lock-in amplifier from Stanford Research Systems will be used to demodulate a laser beam transmitted through a Fabry-Perot cavity. By demodulating the laser beam, the lock-in amplifier will provide a locking signal with a zero-crossing at the resonant frequency of the cavity. In conjunction with the appropriate feedback electronics, the lock-in amplifier will allow NIST to lock a laser to the cavity resonance. Locking to cavity resonances is the centerpiece of the NIST IMS optical pressure standard. The lock-in amplifier must interface with existing equipment that is currently in use at NIST, the cost of which was 10X greater than this lock-in amplifier. Market research indicates that Stanford Research Systems Inc. is the only company that can provide a lock-in amplifier that meets the specifications and can interface with the existing equipment at NIST. The NAICS Code is 334515- Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Stanford Research Systems Inc. for this requirement. The equipment will be used at the NIST-Gaithersburg location. The award is anticipated to be completed by March 31, 2013. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
