Description

Overton Brooks VA Medical Center located at 510 East Stoner Avenue, Shreveport LA 71101, intends to issue a Request for Proposal to Renovate 1 North (Emergency Department) and 1 East (Primary Care), Building 1. Anticipated issue date the solicitation will be posted on FedBizOpps, www.fbo.gov, is March 11, 2013. The solicitation is to be issued as a 100% Service Disabled Veteran Small Business Set-Aside under North American Industry Classification System (NAICS) Code 236220 with a Small Business Size Standard of $33.5M. Project magnitude is between $2,000,000.00 and $5,000,000.00. Period of Performance: 665 calendar days after notice to proceed. To be considered for an award, an Offer must be SDVOSB verified in VIP database (VetBiz)at time of submission of offer (VAAR 819-7003, Eligibility), registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov and submit their complete Annual Representations and Certifications (ORCA) via online at https://orca.bpn.gov at proposal due date/time. A bidder's mailing list will not be maintained, interested bidders should register in interested vendors section of this notice. There will be a pre-bid site investigation held for this project and all prospective bidders are encouraged to attend. Anticipated date for the pre-bid/site visit is March 18, 2013. Details of the pre-bid site investigation will be located in the solicitation package. This is a pre-solicitation notice synopsizing an upcoming RFP solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until a RFP is issued. Questions resulting from the solicitation and pre-bid investigation will only be answered if received by Request for Information (RFI). It is the responsibility of the bidder to monitor and download amendments from FedBizOpps which may be issued to this solicitation. Scope of Work: The contractor shall supply all materials, labor, equipment and supervision to renovate 1-North for a new Emergency Department and to renovate 1-East for Primary Care, Building 1, Main Hospital, Overton Brooks VAMC. Phase 1 (1-North, Emergency Department) work includes, but is not limited to, renovating approximately 7,950 square feet (sf) of existing clinic space and constructing approximately 950 sf addition to accommodate the new Emergency Department. The total finished space for the new Emergency Department is approximately 8,900 SF. Phase 2 (1-East Primary Care) work includes, but is not limited to, renovating approximately 9,150 SF of existing clinic space and enclosing approximately 230 SF of exterior space. The total finished space for the new Primary Care area is approximately 9,380 SF. Work on both phases includes asbestos abatement. All work must meet code and be performed in accordance with the contract drawings and specifications.
