Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See Attached for this in a Word Document. The Kentucky National Guard intends to award a nine month firm fixed price contract for Central Station Monitoring. This acquisition is solicited as Total Small Business Set-Aside using NAICS code 561621, Security Systems Services (except locksmiths). The period of performance will be from 1 April 2013 thru 31 December 2013 plus two option periods. Option period 1 is from 1 January 2014 - 31 December 2014 and option period 2 is from 1 January 2015 - 31 December 2015. The evaluation criteria will be the lowest price technically acceptable. Technical acceptability will be determined on the contractor's ability to meet the delivery schedule and the contractors past performance. The Kentucky Army National Guard wants to establish prices for the following Scope of Work: Scope: The Kentucky National Guard seeks a vendor capable of providing central station monitoring in compliance with UL827 and UL2050 for KYARNG's 82 intrusion detection systems through the period 4/1/2013 through 12/31/2013. Central Station must meet ALL regulatory requirements of UL 827 and UL 2050 as describe in the Unified Facilities Guide Specifications (UFGS-28- 0-02, November 2008). Requirements: A.The vendor must follow Army Regulation 190-11, Physical Security of Arms Ammunition and Explosives, Section 3-6 sub paragraph a. B.Central Monitoring Station must provide a Dual Transmission Media Data communication System, (DTMDS) A-A- Dual Transmission 52317A. C.Electronic Security Systems personnel must have Full Access on web access for full control of systems. This includes control of activation and deactivation of AA&E units, reporting capabilities, accessible 24 hours per day in real time, ability to view account history up to one year (AR 190-11, para 3-6 h-5), make changes as necessary to any field, ability to place system on test or clear test when completed, and provide personnel training at your location at no additional charge when needed. D.Cost must be set at a flat rate that includes no additional charges. Monitoring must include Primary account (SurGard) and back up account (cellular). Signals must include Burglary, Duress, Device troubles, SurGard Line troubles, Tamper Signals, primary and back-up systems testing daily. E.Provide a redundant monitoring facility in addition to the primary monitoring facility in the event that the primary monitoring facility is disabled. In that case, reroute all alarm signals to the redundant monitoring facility such that there is no less than a 15 minute break in the continuity of monitoring service. The redundant facility, when manned, shall meet the requirements covered in this specification for the primary monitoring facility. (UFGS-28 20 02, November 2008, para 1.2.2) Labor Requirements: A.Vendor must monitor the primary communicator which is a SurGard TL300 (IP) as well as the backup Uplink (Cellular) communicator. The reporting format must be ContactID. B.Standard Operating Procedures based on the requirements of state and local jurisdictions as well as KYARNG procedures. C.Customized authority levels for soldiers in the field that match their level of security access to your protected areas. These levels allow the military units to limit access to certain supply rooms and vaults by the users. This option lets the management define who has access to certain areas and who can change or delete different levels. D.Vendor must supervise daily timer test for primary and backup communicators with automatic exception reports a.Report should be separated by the following ContactID signals (E602 and E603) E.Vendor must be able to provide customized reports at no additional charge. F.Vendor must monitor opening and closings (unsupervised). Unsupervised Openings/Closings are when this functionality is programmed into the customer's alarm panel, each Opening/Closing signal that the monitoring company receives from the premises is recorded only - no pre-determined schedules are necessary and no other action is taken. The recorded Opening/Closing information can be faxed or e-mailed to the customer daily, weekly, or monthly. This will enable the customer to keep track of all arming/disarming activity by the employees. G.Vendor must provide an account manager who must be certified by NGB on the Europlex 2064NG. a.NGB ESS Certification Course at the Professional Education Center at Camp Robinson in North Little Rock, Arkansas must be completed by account manager within a 1 year of accepting contract. b.Account manager must be contactable 24 hours a day for emergency issues H.Vendor must provide UL827 and UL2050 certificates to KYARNG ESS personnel.
