- This Request for Information (RFI) N00024-13-R-2211 is issued in anticipation of a potential future procurement. The Naval Sea Systems Command is conducting market research to determine the availability of fiberglass reinforced plastic (FRP) Rigid-hull Inflatable Boats (RIBs) possessing the characteristics listed below. The boats must be new construction, but derived from proven designs previously built by the contractor. Existing boats or conversion vessels will not be considered. The boats would be procured to support a variety of Foreign Military Sales (FMS) programs, with potential for worldwide operation. All information, data, and drawings submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. As such, all information must be received without restrictive markings. Do not submit proprietary data with the information provided. Do NOT submit any information that is classified or improperly marked as classified information (please note that this includes marking a document with the term Confidential ). The RIBs are required to support a variety of missions. Examples include (but not limited to): Utility use, personnel/cargo transfer, Search and Rescue (SAR), open water patrol, vessel interdiction and boarding, insertion/extraction of forces. Intent is to procure up to three baseline Open Center Console (OCC) RIB configurations in the following lengths: 7 meter (7m), 8.5 meter (8.5m) and 11 meter (11m). The intent of this RFI is to determine the availability of upgrade from OCC to fully enclosed Cabin variant in the 8.5m and 11m sizes, and availability of inboard and outboard propulsion options for the three RIB sizes as described herein. The Navy is seeking responses from contractors that can provide ONE or MORE of the RIB configurations (7m, 8.5m, and/or 11m in length with inboard and/or outboard propulsion systems) which meet the following notional characteristics and requirements: (a)All boats must be new construction, but derived from a proven hull design. Existing boats or conversion boats will not be considered. (b)All mechanical and electrical materials and installations shall meet or exceed the requirements of the American Boat and Yacht Council. The boats will not be classified by any regulation society. (c)Dimensions: Baseline OCC RIBs should have one or more of the following molded lengths (notional): 7m, 8.5m, 11m. Length overall may be longer to suit collar/propulsion installation. (d)Performance: Speed, Range and Payload requirements will vary based on boat length. (e)Hull Specifications: 1)Hull, deck, console and cabin (as applicable) material: Fiberglass with fire-retardant vinylester resin throughout. PVC or polyurethane core utilized for all cored structure, with high density foam used in all high strength cored areas. 2)Polyurethane inflatable collar with separate/bulkheaded chambers. 3)Forward gun mount foundation on centerline (all boat lengths) and aft tow post/gun mount foundation on centerline (8.5m & 11m), to suit 7.62mm and/or.50 cal weapons; 4)Hoisting fittings and single point (four-leg) slings for utility hoisting of boat only, designed for minimum Safety Factor of 5 based on Boat Design Hoist Condition Weight and ultimate strength of the material. 5)Flexible transom design/arrangement to support inboard or outboard (with bracket and guard) propulsion options, if both propulsion options are available. (f)Open Center Console (OCC, Baseline for all three lengths): Open Center Console with folding T-top/Arch. Console/arch provides mounting locations for all controls, communication and navigation equipment. Bolster seating for crew/passengers aft of console, quantity/arrangement varies based on boat length. 7m/8.5m OCC s include provision for removable side curtains and aft roll-down door to create temporary enclosed space. 11m OCC includes provision for removable bimini style canvas top over the entire aft deck area. (g)Cabin Upgrade (For 8.5m and 11m RIBs): Upgrade from OCC to fully-enclosed Cabin, with personnel seating to suit. Upgrade includes provision for environmental controls (HVAC) and anti-fatigue matting inside cabin. (h)Propulsion Requirements (Notional): 1)7m: Single inboard diesel engine with sterndrive AND/OR Twin outboard gasoline engines; 2)8.5m: Twin outboard gasoline engines; 3)11m: Twin inboard diesel engines with water jets AND/OR Twin outboard gasoline engines; (i)Electrical/Electronic System Requirements: 1)For boats with inboard diesel propulsion 24-Vdc ungrounded power system with 12-Vdc ungrounded subsystem; shore power distribution system (AC) for battery charger and engine pre-heaters. 2)For boats with outboard engines 12-Vdc ungrounded power system (except for engine), with 24-Vdc ungrounded subsystem; shore power distribution system (AC) for battery charger. 3)All boats have reserve electrical system capacity (reserve alternator capacity, spare circuits) to suit minor modification/tailoring to specific missions. 4)Fully integrated navigation system with electronic charting, GPS, depth sounder, radar. 5)VHF marine band radio. 6)Navigation Lights and Blue Law Enforcement Light (j)Operating Environment: Fully operate in up to 5ft Significant Wave height; survive in up to 12ft Significant Wave Height. Air Temperature0 to 125 degrees F Water Temperature28 to 95 degrees F What to submit: Interested sources are encouraged to submit a single compact disc (CD) containing the following: 1.A cover letter containing the following: (a) The name and address of the contractor and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. 2. A summary specification that describes that the boats offered are existing designs that meet the above listed requirements for the 7m, 8.5m, and/or 11m RIB. All offered boat characteristics (including molded length, length overall, beam overall, beam w/tube deflated and draft) should be identified for chart comparison. Where existing designs are not available in all three baseline lengths identified above, sources are encouraged to respond with information on boat sizes that are offered. 3.For each baseline boat length (7m, 8.5m, and/or 11m), provide the rated performance of existing designs, including maximum payload rating (including maximum crew/passenger complement) and maximum fuel capacity; 4.For each baseline boat length (7m, 8.5m, and/or 11m), identify propulsion options offered (compared to notional requirements listed above) and range of propulsion horsepower available for each boat length; 5.General Arrangements and Outboard Profile drawings for OCC (all boats) and Cabin (8.5m and/or 11m) versions; 6.A description of the company s recent relevant experience; 7.Estimated total construction time from start of construction to delivery at the builder s facility; 8.Estimated price for: each baseline boat length (OCCs); upgrade to Cabin boat (8.5m and/or 11m); and price range for available propulsion options for each boat length.
