- Single Award Indefinite Delivery Indefinite Quantity A/E Contract for Facilities Management & Sustainment (FM&S) Support and Engineering for Work Predominantly in the Naval Facilities Engineering Command s Area of Responsibility, Worldwide Description ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. This proposed contract is for Architecture-Engineering Services as described below and will be procured in accordance with the Brooks Act as implemented by FAR Subpart 36.6. It is being solicited on an UNRESTRICTED basis. Architect-Engineer services and support for analysis of US Navy and other DoD facilities infrastructure are required for one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The work on this contract is anticipated to be located within the Naval Facilities Engineering Command s (NAVFAC) Area of Responsibility (AOR). The primary area of focus for this contract is the continental United States (CONUS); however, the contract may be used to support the entire NAVFAC AOR, which includes CONUS and outside continental United States (OCONUS), including the Caribbean, Europe, Africa, and Western Asia. Additional support may also be provided to Hawaii, Guam, and the Far East. The primary tasks anticipated under this contract include support of the Navy s Sustainment, Restoration, and Modernization (SRM) Program. The specific services to be provided include, but are not limited to: A.Linear Segmentation (LS) of Navy and other DoD facility assets as defined by: (1)Deputy Under Secretary of Defense (Installations & Environment) Revised Implementation Goals for Linear Segment Data Elements of the Real Property Inventory Requirements (RPIR) dated 25 Nov 2008 (2)Department of Defense Guide for Segmenting Types of Linear Structures B.Performance of Engineering studies, surveys, and assessments including, but not limited to: (1)Performance of Mission Dependency Index (MDI) surveys (2)Roof Surveys (3)Energy Assessments and Surveys (4)Pavement Condition Inspections (PCIs) (5)Control Systems (ICS) Inventories (6)Indoor Air quality Assessments (including mold) (7)Asbestos Assessments (8)Lead-Based Paint Assessment (9)Hazard Analysis of Facility Maintenance Operations Scope may include follow-on shore facilities planning services to incorporate results of above services into corporate information systems (e.g., iNFADS). C.Provide Infrastructure Condition Assessment Program (ICAP) support D.Support Electronic Operation and Maintenance Support Information (eOMSI) submittal development and implementation E.Re-commisioning and Retro-commissioning of facilities including accomplishment of required facility modifications. Includes development and accomplishment of Measurement and Verification (M&V) Plans F.Development of Facilities Management Efficiency Initiatives and processes for: (1)material supply initiatives (2)preventive maintenance programs (3)computer-based maintenance management systems (4)preparation of Business Case Analyses for Facility Maintenance and Sustainability issues Firms and personnel may be required to work within classified facilities and be exposed to classified information that will require additional security clearance. The duration of most task orders will be 6 months or less. Document content and deliverables will vary per task order, but in general may include: reports, drawings, maps, computer graphics, computer models and slides for presentations. The document format and submission requirements will be addressed in the individual task orders. Computer generated documents must be compatible with the Navy s MAXIMO or individual installation s computer system. All drawings, when required, shall be submitted in an AutoCAD compatible format. Firms responding to this announcement must be prepared to accept the aforementioned as a part of their contract responsibility. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: Standard Form 330 (SF 330) - The A&E must demonstrate its and each key sub-consultant s qualifications with respect to the published evaluation factors for all services. Evaluation Criteria (1) through (4) are considered most important and equal among themselves; Criterion (5) is slightly less important; and Criteria (6) and (7) are the least important and equal among themselves. Specific evaluation factors include: Criterion 1 Specialized Experience (SF 330 Part 1 Section F): Offerors will be evaluated on specialized experience and technical competence of the proposed team and/or proposed consultants in provision of the following services: linear segmentation of Navy and DoD infrastructure; performance of engineering studies, surveys and assessments; and support to infrastructure condition assessment programs. Submission Requirements: The Contractor shall provide a maximum of seven (7) projects showing specialized experience of the proposed team in provision of the services noted above. Projects submitted for the Offeror shall have been completed within the five (5) years prior to the date of issuance of this Notice. All projects provided in the SF 330 must be completed by the office/branch/regional office/individual team member actually proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part I, Section F, item 25 Firms from Section C Involved in this Project, block (1). Include a contract number or project identification number in block 21. Include an e-mail address, and phone number for the point of contact in block 23(c). Include in the project description the contract period of performance, award contract value, current contract value, a summary of the work performed that demonstrates relevance to specialized experience as outlined above. If the contractor served as a subcontractor on a project, indicate the value of the work they provided towards the performance of the overall project. If a project was performed by a joint venture, and all joint venture partners are not on the team proposed for this contract, the offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. Likewise, if the offeror/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. If the Offeror is a joint venture (JV), relevant project experience should be submitted for the joint venture if shared experience is available; if no shared experience is available, offers shall submit at least one project performed by each member of the joint venture. Offerors are still limited to a maximum of seven (7) projects. Projects shall be submitted on the SF-330 at Part 1 Section F and shall be completed. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or stand-alone contract awards that fit within the definition above. Examples of project work submitted that do not conform to this requirement will not be evaluated. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All information for Criterion 1 should be submitted in Part 1, Section F of the SF330. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluating Criterion 1. Criterion 2 - Professional Qualifications and Technical Competence (SF 330 Part 1 Section E and Section G): Offerors will be evaluated on professional qualifications and competence of the key personnel to be assigned to provide services to accomplish the tasks required under this contract, which must include experience within the five years prior to the date of issuance of this Notice for the services described in Criterion 1. Submission Requirements: Provide resumes for all proposed key personnel. Resumes are limited to one page each and should cite project specific experience and indicate proposed role in this contract. Provide professional registration, certification, licensure and/or accreditation in appropriate disciplines. Indicate participation of key personnel in example projects in the SF 330 Part 1 Section G. Criterion 3 Past Performance (SF330, Part 1 Section H): Offerors will be evaluated on past performance with Government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided on Past Performance Questionnaires (PPQs) for Criterion 1 projects (see submission requirements below) and may include other information provided by the firm, customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. NOTE: Past performance information for projects listed under Criterion 1 will be given greater weight. Submission Requirements: IF A COMPLETED CPARS/ACASS EVALUATION IS AVAILABLE FOR A PROJECT UNDER CRITERION 1, IT SHALL BE SUBMITTED WITH THE COMPLETED SF 330 PACKAGE. IF THERE IS NOT A COMPLETED CPARS/ACASS EVALUATION, the Past Performance Questionnaire (PPQ) included in this notice is provided for the offeror or its team members to submit to the client for each project the offeror includes under Criterion 1, Specialized Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE. IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF 330. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, the offeror should complete and submit with their response the first page of the PPQ (Attachment), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Command Atlantic, Code ACQ22, Attn: Jennifer Jordan via email at jennifer.jordan@navy.mil, prior to the response date. Offerors shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In addition to CPARS/ACASS and/or PPQs, provide past performance by the Prime and team members on contracts with government agencies and private industry in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction. Briefly discuss cost control procedures and adherence to project schedules. Discuss long term business relationships with federal, state and private clients. List recent awards, commendations and other performance evaluations. Criterion 4 Program Management/Capacity/Firm Location (SF 330 Part 1 Section H): Offerors will be evaluated on the firm s ability to plan for and manage work under the contract, capacity to accomplish the work in the required time, and the locations of their office or offices that will be performing the work under this contract. Submission Requirements: Address the following: a)Describe ability to concurrently perform and manage multiple projects simultaneously in different locations to meet aggressive schedules and control costs. b)Provide a logical identification of explicit assignment of responsibilities among corporate team and subcontractor members. Discuss past working experience and relationship with key consultants. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. c)Discuss the ability of the firm to provide continuity of service, with no or minimal program disruption and cost impact to projects initiated under this or other NAVFAC contracts. d)Discuss the location of offices and other key staff members and how this will be advantageous to the Government; and provide a detailed description of the organizational structure and how it will function. Firms with multiple locations will be considered more favorably given the worldwide coverage of this proposed contract. Criterion 5 Quality Control (SF 330 Part 1 Section H): Offerors will be evaluated on the strength of the Quality Control (QC) plan proposed by the firm to ensure quality products under this contract. Submission Requirements: Discuss the Quality Control Plan that would be utilized for this contract. The plan shall contain an explanation of the management approach and an organizational chart showing the inter-relationship of management and team components. The Plan shall further describe the Offeror s processes and procedures; identify the Quality Control Manager, including authorities assigned to that individual; and discuss how the Offeror s program extends to the subcontractors. Criterion 6 - Small Business and Small Disadvantaged Business Subcontracting Plan (SF 330, Part 1, Section H): Offerors will be evaluated in terms of their extent to identify and commit to Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZoneSB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and if applicable, Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) in performance of this contract, whether as a joint venture, teaming arrangement, or subcontractor. The Government will evaluate proposals based on: (A) Past performance in utilization of small business concerns, and (B) Participation of small business concerns for this requirement. In support of Subfactor (A), all offerors shall provide historical data on utilization of SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB and HBCU/MI. Large Business offerors shall submit three final or most recent Individual Subcontracting Reports (ISRs) for similar contracts of relative size which show compliance with utilizing the various types of small business firms noted above. If ISRs are not FINAL or MOST RECENT they will not be considered. If subcontracting goals were not met, provide an explanation. If Individual Subcontracting Reports were not applicable to the similar contracts noted, large business offerors shall submit other documentation which shows their utilization of the various types of small business firms for the contracts. Small Business offerors shall also submit documentation which shows their utilization of the various types of small business firms for similar contracts of relative size. In support of Subfactor (B), large businesses shall submit a draft Small Business Subcontracting Plan, in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Navy has assigned the Naval Facilities Engineering Command goals for FY2013 in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: FY13 Goals: Small Business (SB) 66.54%, HUBZone (HUB) 8.76%, Small Disadvantaged Businesses (SDB) 16.93%, Women-Owned Small Businesses (WOSB) 15.00%, Veteran Owned Small Businesses (VOSB) 3.00%, and Service Disabled Veteran-Owned Small Business (SDVOSB) 3.00%; FY14 Goals: Small Business (SB) 66.67%, HUBZone (HUB) 8.85%, Small Disadvantaged Businesses (SDB) 17.10%, Women-Owned Small Businesses (WOSB) 15.15%, Veteran Owned Small Businesses (VOSB) 3.03%, and Service Disabled Veteran-Owned Small Business (SDVOSB) 3.03%; FY15 Goals: Small Business (SB) 66.81%, HUBZone (HUB) 8.94%, Small Disadvantaged Businesses (SDB) 17.27%, Women-Owned Small Businesses (WOSB) 15.30%, Veteran Owned Small Businesses (VOSB) 3.06%, and Service Disabled Veteran-Owned Small Business (SDVOSB) 3.06%; FY16 Goals: Small Business (SB) 66.94%, HUBZone (HUB) 9.03%, Small Disadvantaged Businesses (SDB) 17.44%, Women-Owned Small Businesses (WOSB) 15.45%, Veteran Owned Small Businesses (VOSB) 3.09%, and Service Disabled Veteran-Owned Small Business (SDVOSB) 3.09%; FY17 Goals: Small Business (SB) 67.07%, HUBZone (HUB) 9.12%, Small Disadvantaged Businesses (SDB) 17.62%, Women-Owned Small Businesses (WOSB) 15.61%, Veteran Owned Small Businesses (VOSB) 3.12%, and Service Disabled Veteran-Owned Small Business (SDVOSB) 3.12%. If a large business firm is selected for award, a Small Business Subcontracting Plan, in accordance with FAR 19.7 and DFAR 219.7, will be required and incorporated into the contract award. A draft Small Business Subcontracting Plan is not required from small business offerors; however, small business offerors shall submit similar information on the extent to which they identify and commit to subcontracting to large business (LB), SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB, and HBCU/MI if applicable in the performance of this contract. The attached Small Business Subcontracting Plan template shall be used by large business offerors to complete the draft subcontracting plan. Firms shall submit their draft Small Business Subcontracting Plans utilizing this template, and ONLY this template. Criterion 7 - Volume of Work (SF 330 Part 1 Section H): Offerors will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months with the objective of effecting an equitable distribution of DoD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DoD contracts. Submission Requirements: Provide a list of DoD contracts awarded to the firm by DoD within the past 12 months. Include a dollar amount for each contract/task order awarded. Firms with multiple offices should indicate which office was awarded the contract/task order. Joint ventures should list awards to the JV entity and separately list awards to each individual JV member for that time period. SELECTION INTERVIEW: Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to explain or expand on information contained in the SF330 submittal. This single award contract will result in one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The duration of this contract will be for one (1) year from the date of an initial contract award with four (4) additional one-year option periods. The maximum total A&E fee for all awarded contracts for the entire five-year period is $60,000,000. The minimum guarantee for the entire contract terms (including option years) is $10,000.00 and will be satisfied by the award of the initial Task Order(s). The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government, subject to workload and/or satisfaction of the A&E performance under the subject contract. There will be no dollar limit per task order and no dollar limit per year. No other general notification to firms for other similar projects performed under these contracts will be made. Type of contract: Firm Fixed Price Indefinite Quantity Contract. This proposed contract is being solicited on an unrestricted basis; therefore, replies to this notice are requested from all business concerns. The small business size standard classification is NAICS 541330 ($14,000,000). The firm selected will be the most highly qualified to perform the required services, based on the demonstrated competence and qualifications, in accordance with the evaluation criteria. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Failure to submit an SF330 completed as required may result in an offeror s elimination from consideration. PLEASE READ THE FOLLOWING CAREFULLY: In accordance with the Brooks Act, the A-E firm must be a registered /licensed architectural and/or engineering firm to be eligible for award of this contract and must submit proof of the same with the SF 330. Failure to submit the required proof could result in an offeror s elimination from consideration. Architect-Engineer Firms that meet the requirements described in this announcement are invited to submit a completed SF 330. If the SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. The SF 330 should be typed, one-sided, at least 12 point font or larger. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF 330. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (i.e., state registration number). The SF 330 should be typed, single-sided, on 8.5 by 11 inch pages, using 12 pitch/point font or larger, and Part I shall not exceed sixty (60) pages in total. The sixty page limitation does not include cover sheets or divider sheets, provided that these do not include any information regarding the capability of the company, or any information submitted in response to a question or requirement from the synopsis. If a cover sheet or divider sheet includes any information determined by the Contracting Officer to be substantially answering a question or requirement in the synopsis or explaining company capability, it will be counted as a page toward the sixty page limit. Responses are due no later than 2:00 p.m. EST, 13 March 2013.
