AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA247-13-Q-0366 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.00M.This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-02-21 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be MONTGOMERY, AL 36109 The VHA NCO 07 - 619 - Montgomery, AL requires the following items, Meet or Exceed, to the following: LI 001, Month of March: Removal of all leaves, sapling trees, weeds and other living or dead plants from all beds on station prior to mulching and lying down straw. Pine straw should be racked back to ensure that all dead leaves, new saplings, weeds and other plants are properly removed before any additional pine straw is added. Mulch must be removed and beds free of plant growth before replacing the mulch. CAVHCS will furnish the mulch and straw needed to complete this task. Initially 750 bags of Cyprus mulch and 500 bales of pine straw to will be provided in order to start the job. Vendor shall ask in a timely manner for any additional pine straw and mulch. All material from trimming, edging and putting down mulch will be removed from CAVHCS by contractor the same day services are accomplished. Vendor shall "check in" at the boiler plant upon arrival to the site. Boiler plant is located in Building #14, Montgomery Campus. Month of March: CAVHCS will furnish mulch and straw (600 bags of Cyprus mulch and 450 bales of pine straw to mulch all beds on station. Vendor will trim all shrubs, edge and spray sidewalks and curbs with weed killer. Edging will be done once during March with a blade edger in order to maintain a crisp, neat edge between the sidewalks and the grass/turf. All jasmine beds will be edged and trimmed to the specification from COTR once during March. Jasmine beds will be inspected with the COTR or their representative prior to contractor trimming. All material and debris from trimming and edging will be removed from CAVHCS by contractor the same day that trimming and edging are accomplished. All sidewalks will be blown clear of grass clippings. Work will be performed at the Central Alabama Veterans Health Care System (Montgomery Campus), 215 Perry Road, Montgomery, AL 36109., 1, MO; LI 002, April - All sidewalks and curbs will be edged twice a month, removing traces of grass/weeds. Sidewals will be blown clear of grass clippings. All sidewalks and curbs will be sprayed with weed/grass killer during the 1st week of the month and the 3 week will be dedicated to removing any dead grass/weeds and spraying any new growth monthly Edging will be done with a blade edger in order to maintain a crisp, neat edge between the sidewalks and the grass/turf. All jasmine beds will be edged and trimmed during the 1st and 3rd week a month. Jasmine beds will be inspected with the COTR or their representative prior to contractor trimming to determine how much needs to be trimmed. New growth on shrubs will be trimmed twice a month to the height and specification of the COTR or their representative. The trimmings will be removed before leaving station. During each trim of the shrubs contractor will ensure that all weeds or grass or plants that are not a part of the shrubs are also removed from either underneath or on top of the shrubs. 16 Flower boxes on station will be planted during the months of April with spring flowers. Plants and soil will be provided by the VA During the month of April the flower beds at the main entrance, primary care entrance and in front of primary care entrance (near juniper bed) will be replanted with spring flowers preapproved by the COTR., 1, MO; LI 003, Month of May: All sidewalks and curbs will be edged twice a month, removing traces of grass/weeds. Sidewalks will be blown clear of grass clippings. All sidewalks and curbs will be sprayed with weed/grass killer during the 1st week of the month and the 3 week will be dedicated to removing any dead grass/weeds and spraying any new growth monthly Edging will be done with a blade edger in order to maintain a crisp, neat edge between the sidewalks and the grass/turf. All jasmine beds will be edged and trimmed during the 1st and 3rd week a month. All sidewalks and curbs will be edged once this month. Edging will be done with a blade edger in order to maintain a crisp, neat edge between the sidewalks and the grass/turf. All sidewalks and curbs will be sprayed with weed killer once this month. All jasmine beds will be edged and trimmed one time this month. Jasmine beds will be inspected with the COTR or their representative prior to contractor trimming. 16 Flower boxes on station will be planted during the month September. Plants and soil will be provided by the VA During September the flower beds at the main entrance, primary care entrance and in front of primary care entrance (near juniper bed) will be replanted with fresh autum flowers preapproved by the COTR., 1, MO; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 07 - 619 - Montgomery, AL intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 07 - 619 - Montgomery, AL is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
