Description

Construction Project No. 656-13-239, entitled 'Replace Carpet, Buildings 3,4, 28 & 29''. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders must also be registered in www.sam.gov and https://orca.bpn.gov. The NAICS Code 238330, along with size standard $14.0 million applies. The procurement is entitled 'Replace Carpet Buildings 3, 4, 28 & 29' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to completely and satisfactorily perform phased abatement of asbestos containing floor tile and mastic in designated areas, perform floor leveling, phased removal and disposal of our existing carpeting and the phased installation of new carpet and carpet base as per specifications and drawings. This work will take place in designated areas of Building Nos. 3, 4, 28 & 29 at the VA Health Care System in St. Cloud Minnesota. All work is to be performed according to industry requirements and recommended standards, and in compliance with the accompanying contract documents and federal specifications.. Work is to be completed in accordance with the contract drawings and specifications. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 115 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $500,000 and $1,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about February 25, 2013. A pre-bid meeting/walkthrough is scheduled for March 13, 2013 at 3:00PM CT in Building 3, Room 207C, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on March 26, 2013. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
