- ATTACHMENT 1, LIST OF QUESTIONS The Sources Sought is a Request for Information (RFI) and is for planning purposes only. This is not a pre-solicitation or solicitation announcement and no contract will be awarded from this notice. The Internal Revenue Service (IRS) will not answer any questions regarding this market research. The IRS is seeking potential sources, that are capable of providing a browser-based solution that makes broadcasting alerts and warnings to office employees and/or campus personnel nation-wide fast, easy, and accurate. The IRS is also considering a solution capable of broadcasting to multiple media sources (desktop, laptop, smart phones, etc.). Vendors responding shall specify that their products meets the specifications provided below and provide detailed product information to show clear technical compliance. The broadcasting system shall be IPv6 compliant, provide visual and audio messages to targeted groups including but not limited to desktops/laptops, IP addresses, specific buildings and employees, be 508 compliant, require no action on the part of the recipient, display a full screen message as the active window on each monitor throughout a facility, allow for the ability to send a message to a single or multiple buildings, the ability to send multiple messages at the same time with the ability for real time accountability of recipients' responses and be compliant with all Federal IT Security requirements and requirements. All interested firms shall submit a response demonstrating their capabilities to produce the requested software to the Point of Contacts listed below. Attachment 1 is not a requirement, however, should be used as a guide. Please limit submission to no more than eight (8) pages. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted. Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of Government/ commercial sales-and product specifications related to this effort. The cost associated with the product, licenses, and any implementation services offered. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government. Responses may be submitted electronically to the following e-mail address: Rodney.Johnson2@irs.gov and Keith.G.Warren@irs.gov in a Microsoft word compatible format to be received no later than 12:00 PM Eastern Standard Time, February 25, 2013. Questions (Please limit to eight (8) pages): •1.1 Is your company able to provide network alerting software? If so, describe. •1.2 Is your broad casting IPv6 compliant? •1.3 Does your system provide visual and audio messages to targeted groups but not limited to desktops/laptops? •1.4 Is your system 508 Compliant? •1.5 Does your system require any action from on the part of the recipient? •1.6 Does your system display a full screen message as the active window on each monitor throughout the facility? •1.7 Does your system allow for the ability to send a message to a single or multiple building(s)? •1.8 Does your system have the ability to send multiple messages at the same time with the ability for real time accountability of recipients' responses? •1.9 Describe how your system can notify Desktop Computers, Laptop Computers, Notebook Computers, Smart Phones, etc that are connected to an Agency network. •1.10 Describe how your system operates if an end user unplugs there computer and plugs into another location on the Agency network. •1.11 Describe exactly how you technically accomplish the notification if the computer is plugged into another location dynamically. •1.12 Describe all computer hardware, software needed to setup. •1.13 Are you able to supply software and implementation only for government owned servers? •1.14 If the end user goes to another employee's computer and logs onto the Agency network is your system able to "see" and notify that person? Describe. •1.15 Describe how your system would operate with Active Directory? •1.16 Does your system support "Off" Agency network alerting? Describe. •1.17 What versions of the Internet protocol do you support? •1.18 Describe the network bandwidth needed for your IP alerting services. •1.19 Describe technical innovations that the Agency can use to be cost efficient, management efficient and bandwidth efficient. 1.13 Provide a brief technical specification on how your implementation operates and how your services deploy across the Agency Network. 1.14 Describe your process for implementing an Agency wide system including surveys, on-site personnel and labor categories. 1.14 Describe how your system secures desktop activation and messaging. 1.15 Please reference any Federal Government and/or DoD security certifications for Urgent desktop alerts.
