- 1. PTXSCOPE 1.1 BACKGROUND INFORMATION This Statement of Work (SOW) defines the scope, requirements and criteria necessary to obtain engineering services for the preparation of a Probabilistic Seismic Hazard Assessment (PSHA) for the Pantex Plant Amarillo, Texas. The Pantex Plant is located in the Texas panhandle approximately 17 miles northeast of Amarillo. It is a Department of Energy (DOE) nuclear weapons assembly/disassembly plant managed and operated by the prime contractor, Babcock and Wilcox Technical Services Pantex, LLC (B&W Pantex). The Projects Division within B&W Pantex is responsible for execution of projects that are necessary to satisfy DOE Order 420.1B Facility Safety. 1.2 GENERAL SCOPE DESCRIPTION Phase I - Seismic Source Characterization Design Basis Earthquake Comparison to be completed prior to September 15, 2013: This phase of the project consists of providing a complete and thorough Pantex site specific seismic source characterization in accordance with the CEUS SSC Project Report. Source characterization is required for both Pantex Seismic Design Category 2 (SDC 2) and SDC 3 seismic events as defined by DOE STD 1020 -2002 or (latest approved version) Natural Phenomena Hazards Design and Evaluation Criteria for Department of Energy Facilities. The Pantex Seismic Source Characterization Model shall be derived in accordance with "Central and Eastern United States Seismic (CEUS) Source Characterizations for Nuclear Facilities" January 2012. This activity is the first step necessary in development of the updated PSHA. The results from this effort will be compared with the results from a previous seismic source characterization model and the differences in the current and previous SSC results will be noted and evaluated. Phase II - PSHA beginning in FY2014: The AE Services provider will complete the PSHA in accordance with the following tasks and criteria: (1) Site Investigation Field Work (2) Compilation, Review and Analyses of Site Geotechnical Data (3) Review and Selection of Attenuation Relationships and Development of Site Specific Relationships (4) Probabilistic Seismic Hazard Assessment (PSHA) Calculations (5) Develop Site Specific Vertical/Horizontal Ratios and Site Response Analysis (6) Develop Updated Response Spectra (7) Comparison of Response Spectra (8) Prepare Draft Report and Conduct Comment Resolution (9) Issue Final Report with Peer Review Comments 1.3 GENRAL PROJECT EXECUTION PARAMETERS The overall project execution schedule shall be in accordance with the following major project elements and associated durations: Project Phases: Phase I - Seismic Source Characterization and Design Basis Earthquake Comparison (DURATION RANGE = 4 - 6 months) Phase II Probabilistic Seismic Hazard Assessment (DURATION RANGER = 18 - 24 months) The anticipated range of cost for the following major project elements are: Project Phase Low Range High Range (x 1,000) (x 1,000) Phase I Seismic Source Characterization and Design Basis Earthquake Comparison $100 $500 Phase II Probabilistic Hazard Assessment $2,000 $10,000 1.4 AE ORGANIZATION QUALIFICATIONS 1.4.1 Provide a responsible Project Manager/Team that is fully authorized and empowered to manage and coordinate consultants, ensure that personnel follow all B &W Pantex and DOE requirements, coordinate all activities that involve interaction with B & W Pantex personnel, and completely manage all tasks awarded to the AE. 1.4.2 Documented experience relating to DOE O 420.1B / 420.1 and NQA-1 design controls. 1.4.3 Documented experience that indicates proficiency in engineering geology, safety class systems, and authorization basis requirements within the DOE complex. 1.4.4 Demonstrate an understanding of commercial grade dedication of safety system components as defined by ASME NQA-1. 1.4.5 Demonstrate the necessary capacity and capability to perform actions necessary to ensure that design documentation origination, verification, and control relative to safety class and safety significant systems conform to the requirements of 10 CFR 830 and DOE O 420.1B. 1.4.6 Demonstrate the necessary capacity and capability to provide signed original drawings in hard copy format and provide the drawings in electronic format using MicroStation V8i CADD software and electronic copies on CD media. 1.4.7 Demonstrate that the AE organization can achieve sufficient capacity as well as satisfying the above technical qualifications to perform Phase I and Phase II requirements.
